32.

(i) In Cecil County the board of license commissioners are au-
thorized to approve the issue of an additional license, to be known
as a motel-restaurant complex or hotel-restaurant complex license,
covering "on sales" of beer, wine and liquor to any person. The fee
for any such license shall be fifteen hundred dollars ($1,500.00)
annually. Such licenses shall be issued only to the person, firm, or
corporation owning or leasing
motel-restaurant complexes or hotel-
restaurant complexes that have a capital investment of not less than
$500,000.00 and an enclosed dining room which serves full-course
meals from menus at least twice daily. The license holder shall be
responsible for full compliance with all applicable statutes, ordi-
nances and regulations, notwithstanding any lease or contractual
provisions to the contrary.

Sec. 2. And be it further enacted, That this Act shall take effect
July 1, 1970.

CHAPTER 42
(House Bill 283)

AN ACT to add new Section 410A to the Code of Public Local Laws
of Cecil County (1961 Edition, being Article 8 of the Code of
Public Local Laws of Maryland), title "Cecil County," to follow
immediately after Section 410 thereof, and to be under the new
subtitle "Salary Review Board," providing for a Salary Review
Board for Cecil County.

Section 1. Be it enacted by the General Assembly of Maryland,
That new Section 410A be and it is hereby added to the Code of
Public Local Laws of Cecil County (1961 Edition, being Article 8
of the Code of Public Local Laws of Maryland), title "Cecil County,"
to follow immediately after Section 410 thereof, and to be under the
new subtitle "Salary Review Board," and to read as follows:

Salary Review Board
410A.

A Salary Review Board for Cecil County is hereby created. The
Board shall be composed of three members, appointed by the County
Commissioners of Cecil County. The members of the Board shall be
appointed for a term of three years, except initially one shall be
appointed for a term of one (1) year, one for a term of two (2)
years, and the third for a term of three (3) years. Elected or
appointed officials or employees of the State or any political sub-
division shall not be eligible for membership on the Board. A chair-
man shall be elected by the Board members. The Board shall review
the salaries of all elected and appointed officials of Cecil County and
any political subdivisions within the county. This review shall be
performed annually, and upon the creation of new positions or sig-
nificant changes in duties of a position, and shall include the duties
