The payment of any funds under the provisions of this Act for
the purpose of aiding in the construction of a Science Center for
the Maryland Academy of Sciences, shall be contingent upon the
provision by Maryland Academy of Sciences of at least an equal
and matching fund for this project from private and other public
sources. The said Maryland Academy of Sciences shall have until
June 1, [1970] 1971, to present evidence satisfactory to the Board
of Public Works that it has raised at least this equal and matching
fund for the purpose of aiding in the construction of a Science
Center for the Maryland Academy of Sciences, and that a site for
the Science Center which is mutually suitable to the Board of Public
Works and to the Maryland Academy of Sciences has been provided
by Baltimore City or any other political subdivision. Upon receiv-
ing from the Board of Public Works a certification of such suitable
evidence on or before June 1, [1970] 1971, the Treasurer of the
State is hereby authorized, empowered and directed to proceed to
spend the proceeds of said loan agreeably to the other provisions
of this Act. If such satisfactory evidence of the raising of at least
an equal and matching fund for this project is not presented to the
Board of Public Works on or before June 1, [1970] 1971, no funds
under the provisions of this Act shall thereafter be paid over to or
expended for the purpose of aiding in the construction of a Science
Center for the Maryland Academy of Sciences; but if evidence is
presented to the Board of Public Works by June 1, 1971, of the
raising of only a portion of this equal and matching fund, an equal
payment shall be made by the State, and the Maryland Academy of
Sciences shall have not less than two (2) years following June 1,
1971, to present satisfactory evidence to the Board of Public Works
of the raising of the remainder of the total equal and matching
fund, after which the payments shall be made by the State in the
same respective amounts.
Sec. 2. And be it further enacted, That this Act is hereby de-
clared to be an emergency measure and necessary for the immediate
preservation of the public health and safety and having been passed
by a yea and nay vote supported by three-fifths of all the members
elected to each of the two Houses of the General Assembly, the
same shall take effect from the date of its passage.

AN ACT to repeal and re-enact, with amendments, Section 409 (d)
of Article 41 of the Annotated Code of Maryland (1965 Replace-
ment Volume and 1969 Supplement), title "Governor—Executive
and Administrative Departments," subtitle "Commission on Negro
History and Culture," to extend the life of the Commission on
Negro History and Culture.
