tide 66C of the Annotated Code of Maryland (1969 Supplement),
title "Natural Resources," subtitles "In General—Department of
Natural Resources," "Department of Chesapeake Bay Affairs,"
"Agriculture-Turf Grass Law," "Tidal Waters," "Patuxent Riv-
er," and "Scenic Rivers," amending the natural resources law of
this State in order to make certain corrections in the language
and references thereof.

Section 1. Be it enacted by the General Assembly of Maryland,
That Sections 5(a)(5), 13B(a), 64C(a)(8), 314(b), 411Y, and
761(g) of Article 66C of the Annotated Code of Maryland (1969
Supplement), title "Natural Resources," subtitles "In General—De-
partment of Natural Resources," "Department of Chesapeake Bay
Affairs," "Agriculture-Turf Grass Law," "Tidal Waters," "Patux-
ent River," and "Scenic Rivers," be and the same are hereby re-
pealed and re-enacted, with amendments, to read as follows:

5(a).

(5) Maintain a catalog or inventory of public land acquired or
used for the preservation, development, management or enjoyment
of the natural resources; review and approval all plans and pro-
posals of the departments associated with the Department for the
acquisition of additional land for such [proposes] purposes, taking
into account public land owned and managed for identical or similar
purposes by federal agencies and by counties, municipalities and
other subdivisions of the State.

13B.

(a)  Any person, firm, association or corporation desiring permis-
sion to extract sand, gravel, rare earth, minerals, or any other
resources from the public lands under the public navigable waters
of the Chesapeake Bay and the Potomac River must make applica-
tion [therefore] therefor to the Department describing the loca-
tion of the land under the public navigable waters of the Chesapeake
Bay and the Potomac River from which such resources are to be
recovered, where possible by stakes driven at definite corners, or
otherwise, so as to make practicable the survey of such land as
provided for in Section 26 of this article. The application shall be
accompanied by a filing fee of ten dollars ($10.00). The Depart-
ment shall receive and review such application and grant a permit
if deemed in the best interest of the State.

64C(a).

(8) Containing destructive plant pests in violation of SET
FORTH IN Article 48, Section [56-71] 70, Annotated Code of
Maryland [1957 Edition] 1965 Replacement Volume.

314.

(b)   It shall be unlawful to catch black bass or pike in any man-
ner in the tidal waters of the State of Maryland except that black
bass or pike may be caught with rod, hook and line using natural
or artificial baits at any time during the year, subject to the creel
limits imposed by Section 316 of this article and the closed season
on pike imposed by Section 314 of this article. Whenever any black
