the Washington Suburban Transit District to provide, in conformance
with SECTION 27(b) of Article 64B, Annotated Code of Maryland,
1969 Supplement, State fund support for the 1971 Fiscal Year obliga-
tion of the District to provide a portion of the Suburban Maryland
share of the capital required by the Washington Metropolitan Area
Transit Authority to construct transit facilities in the Washington
Metropolitan Area Transit Zone in accordance with the requirements
of Section 317-18(b) of Article 41, Annotated Code of Maryland,
(1965 Replacement Volume); (3) the Board of Public Works shall be
permitted to enter into an agreement with the Metropolitan Transit
Authority whereby an additional Five Million Dollars ($5,000,000),
less a proportionate share of the costs specified in Section 4 of this
Act, may be advanced to the Metropolitan Transit Authority
which shall be repaid by the Metropolitan Transit Authority to
the annuity bond fund from subsequent funds the Metropolitan
Transit Authority or its successor, may receive from federal funds
granted as a result of the pending application under the Urban
Mass Transit Act of 1964, as amended, to enable the Metropolitan
Transit Authority to obtain federal financing for up to 2/3 of the
net project cost. The grants made hereunder are intended to supple-
ment federal funds available to the Metropolitan Transit Authority
and to the Washington Metropolitan Area Aransit TRANSIT Au-
thority.

The Metropolitan Transit Authority and the Washington Subur-
ban Transit District are hereby required to furnish to the Governor,
Secretary of State Planning and the Board of Public Works, suffi-
cient information with respect to the status of Mass Transit Plans
adopted, work programs thereunder and the financing plan or plans,
as may be necessary to provide adequate assurance to the Governor,
Secretary, Department of State Planning and the Board of Public
Works, that the funds granted will be used for the purposes speci-
fied herein.

Sec. 6. And be it further enacted, That until all of the interest
on and principal of any certificates issued under this Act have been
paid in full, there is hereby levied and imposed an annual State tax
on each One Hundred Dollars ($100) of assessable property at the
rate to be determined in the following manner: On or before May
1, 1971 and on or before May 1 in each taxable year thereafter, the
Board of Public Works shall certify to the governing bodies of each
of the Counties and Baltimore City the rate of State tax on each
One Hundred Dollars ($100) of assessable property necessary to
produce revenue to meet all interest and principal which will be
payable to the close of the next ensuing taxable year on all Certifi-
cates theretofore issued or heretofore authorized by resolution of
the Board of Public Works to be issued, and the governing bodies of
each of the Counties and Baltimore City, shall forthwith levy and
collect such tax at such rate.

ALL MATTERS COMMITTED BY THIS ACT TO THE DISCRE-
TION OF THE BOARD OF PUBLIC WORKS SHALL BE DETER-
MINED BY A MAJORITY OF SAID BOARD.

Sec. 7. And he it further enacted, That it is a condition of the
grants provided for under Section 5 (b) (1) and (2) herein, that
the Metropolitan Transit Authority and the Washington Suburban
