SEC. 2. And be it further enacted, That this Act is hereby de-
clared to be an emergency measure and necessary for the immediate
preservation of the public health and safety and having been passed
by a yea and nay vote supported by three-fifths of all the members
elected to each of the two Houses of the General Assembly, the same
shall take effect from the date of its passage.

CHAPTER 3
(Senate Bill 183)
AN ACT to repeal and re-enact with amendments, Section 15(b)
of Article 77A of the Annotated Code of Maryland (1957 Edition,
1969 Replacement Volume), title "Higher Education," subtitle
"University of Maryland" to increase the membership of the
Board of Regents of the University of Maryland from eleven to
thirteen and to provide for the duration of the terms of the addi-
tional members thereof.
Section 1. Be it enacted by the General Assembly of Maryland,
That Section 15(b) of Article 77A of the Annotated Code of
Maryland (1957 Edition, 1969 Replacement Volume), title "Higher
Education," subtitle "University of Maryland," be and it is hereby
repealed and re-enacted, with amendments, to read as follows:
15.
(b) The government of the University of Maryland shall be
vested in the board of regents of the University of Maryland. The
board shall consist of [eleven] thirteen members, citizens of this
State, who shall be appointed by the Governor, by and with the
advice and consent of the Senate. They shall serve without com-
pensation but shall be paid their reasonable and necessary expenses
while engaged in the discharge of their official duties. The present
members of the board who were appointed to terms prior to July
1, 1969 shall continue to serve until the expiration of these terms;
and upon such expiration shall each be eligible for reappointment.
The term of office of all members appointed after July 1, 1969 shall
be five years and shall each date from the first Monday in June of
the year in which appointed. No person shall serve for more than
two consecutive terms. Members appointed to fill vacancies occurring
during a term shall serve for the remainder of the term, and they
shall be eligible for reappointment. Three members shall be selected
from lists of nominees, which shall be submitted to the Governor
by the Maryland Agricultural Commission and shall contain the
