(2) The County Executive shall be the appointing authority for all
of the above positions except the Secretary to the County Council and the
County Auditor. The officers shall serve at the pleasure of the appointing
authority.

This Bill, having been approved by the Executive and returned to
the Council, stands enacted on August 11, 1969.

Council Bill No. 30

An Act to enact new Section 20.500 of Title 20 of the Howard County
Code, "Taxation and Public Credit", subtitle "Recordation Tax Rate",
to change the rate of the recordation tax applicable within Howard
County to instruments recorded with the clerk of the circuit court
for Howard County.

Section 1. BE IT ENACTED BY THE COUNTY COUNCIL OF
HOWARD COUNTY, MARYLAND, That Section 20.500 be and it is
hereby added to Title 20 of the Howard County Code, "Taxation and
Public Credit", subtitle "Recordation Tax Rate", to read as follows:

20.500—Imposition of Tax

Pursuant to the power and authority granted the governing body of
Howard County by Section 277(q) of Article 81 of the Code of Public
General Laws of Maryland, the rate of tax applicable to instruments
recorded with the clerk of the circuit court for Howard County shall be as
follows: In the case of instruments conveying title to property, the tax
shall be at the rate of $2.20 for each $500.00 or fractional part thereof of
the actual consideration paid or be be paid; in the case of instruments
securing a debt the tax shall be at the rate of $2.20 for each $500.00 of the
principal amount of the debt secured.

Section 2. BE IT FURTHER ENACTED BY THE COUNTY COUN-
CIL OF HOWARD COUNTY, MARYLAND, That this Act shall take effect
sixty (60) days after its enactment. THAT THIS ACT SHALL TAKE
EFFECT ON DECEMBER 1, 1969.

This Bill, having been approved by the Executive and returned to
the Council, stands enacted on September 4, 1969.
