1969 Legislative Session, Legislative Day No. 4
Council Bill No. 13

An Act to enact Sections 17.507 through 17.513 inclusive, of the
Howard County Code, to provide for dog wardens, dog tax collectors,
and their compensation, to provide for the keeping of records by
dog tax collectors, and bonding of dog tax collectors, to provide
when collections shall be made and to provide further that nothing
herein contained shall relieve dog owners of the responsibility for
securing dog licenses as required by law.

Section 1. BE IT ENACTED BY THE COUNTY COUNCIL OF
HOWARD COUNTY, MARYLAND, That Sections 17.507, 17.508, 17.509,
17.510, 17.511, 17.512 and 17.513 be and they are hereby added to Title
17 of the Howard County Code, "Public Protection Services", sub-title
"Dogs", to read as follows:

17.507—DOG WARDENS

The County Executive of Howard County, subject to the approval
of the County Council of Howard County, Maryland, is hereby authorized
and empowered to appoint two (2) dog wardens, who, acting under the
supervision of the Animal Control Officer, shall be empowered to take into
custody and turn over to the Animal Welfare Society of Howard County
stray, injured and sick dogs in accordance with the provisions of this
sub-title.

17.508—DOG WARDENS—COMPENSATION

The dog wardens shall receive an annual salary of not less than
Four Thousand ($4,000.00) Dollars nor more than Five Thousand Two
Hundred ($5,200.00) Dollars to be set by the head of the Bureau of
Inspections, Licenses, and Permits of the Department of Public Works.

17.509—DOG TAX COLLECTORS

The County Executive of Howard County, subject to the approval
of the County Council of Howard County, Maryland, is
hereby authorized
and empowered to appoint dog tax
collectors who, acting under the super-
vision of the Animal Control Officer, shall be empowered to collect and turn
over to the Treasurer of Howard County all
proper dog license fees as may
be from time to time established by the laws of Howard County. THE
COUNTY EXECUTIVE OF HOWARD COUNTY, SUBJECT TO THE
APPROVAL OF THE COUNTY COUNCIL OF HOWARD COUNTY,
MARYLAND,
IS HEREBY AUTHORIZED AND EMPOWERED TO AP-
POINT DOG TAX COLLECTORS WHO, SERVING IN THE CAPACITY
OF INDEPENDENT CONTRACTORS, AND ACTING UNDER THE SU-
PERVISION OF THE ANIMAL CONTROL OFFICER, SHALL BE EM-
POWERED TO COLLECT AND TURN OVER TO THE DIRECTOR OF
FINANCE OF HOWARD COUNTY ALL PROPER DOG LICENSE FEES
AS MAY BE FROM TIME TO TIME ESTABLISHED BY THE LAWS
OF HOWARD COUNTY.

17.510—DOG TAX COLLECTORS—COMPENSATION

The dog tax collectors shall retain One Dollar and Twenty five ($1.25)

Cents from each individual dog license fee collected by them by way of

compensation for the services rendered by them in the collection of the
dog license fees, and give bond of a corporate surety conditioned upon
the proper performance of their duties, in such amount as the
