it shall be the board's duty within thirty (30) days after submission of
an application for a license, unless the time is extended for good cause,
to certify to the director whether the applicant is qualified to be licensed
and to notify the applicant. In no case shall denial of certification be
unreasonable and the denial shall be in writing, stating the reason, and
shall be personally served or mailed by certified mail to the address on
the application. Any denial may be appealed to the county board of
appeals by filing notice of appeal with the clerk of the appeals board not
later than ten (10) days after such notice is personally served or mailed.

(d)     At the time of filing an application, the applicant shall pay to
the county a fee as set forth below:

1.    Electrical Contractor's License—$25.00

2.    Electrical Contractor's Limited License—$15.00

Filing fees may be revised from time to time by regulation of the
county executive, not to exceed the reasonable cost of processing license
applications. Such fees shall not be returnable under any circumstances,
except in the event the applicant shall become incapacitated after filing
such application and is not able to take the examinations as provided for
by this Article.

(e)    Any applicant who fails to pass any examination shall be
afforded an opportunity to take reexamination within such reasonable
time or times as the board may designate. Any person taking such a
reexamination shall apply to the director for permission to do so and shall
pay to the county the sum of five dollars ($5.00), or as may be determined
by regulation of the executive. Grades on his examinations shall be avail-
able for inspection only by the applicant for a period of six (6) months
after the examination.

Sec. 83-25. Issuance, Bond, Liability, Insurance Required.

(a)    Applicants who pass the examination or reexamination provided
for by sec. 83-24 shall be so notified in writing by the director. Before any
license shall be issued to the applicant, he shall first deliver to the county
a cash or corporate bond in the amount of $2,000.00 for an electrical
contractor's license and $1,000.00 for an electrical contractor's limited
license, such corporate bond to be executed by a surety or guaranty
company qualified to transact business in Maryland. A licensee with an
electrical contractor's limited license who is the regular employee of a
plant, factory, apartment, or other similar public occupance and who
performs no electrical work for the public shall not be required to be
bonded under this section. The bond shall run to the county and shall be
conditioned that the licensee shall perform all work done by him, his agents,
and employees in this county in accordance with the County Electrical
Code. Any person who believes himself damaged by failure of the licensee
to comply with the County Electrical Code may proceed against such bond.

(b)    An applicant for an electrical contractor's license shall furnish
a certificate from an insurance company qualified to do business in the
State of Maryland of public liability insurance in amounts of not less
than $30,000/$100,000 coverage for death and personal injury and $30,000
coverage for property damage, which insurance shall provide coverage
for work under any permit issued hereunder by Montgomery County,
Maryland. An applicant for an electrical contractor's license limited shall
furnish as to the applicant or from the employer of applicant evidence
of liability insurance in amounts satisfactory to the board, but shall not
be required to be in excess of the amount above required.
