Section 9-400
(a) The treasurer or other fiscal officer of each special community
district shall file with the Controller a bond in the form approved by
the Controller conditioned upon the faithful performance of his duties
in an amount not less than the funds budgeted.
(b) Taxes collected by the Controller for each Special Community
District shall be disbursed to the bonded fiscal officer of such district
on a monthly basis within thirty (30) days after each month's end.
A service charge of five per cent (5%) of the taxes collected not to exceed
$500.00 per annum shall be withheld by the Controller from each
district's monthly disbursement to be paid over to the General Fund of
the County. Any funds due Anne Arundel County or payable by the
County for a special community benefit district shall be withheld from the
monthly payments to such district. The Controller shall report all amounts
withheld from the district on the same monthly basis TO THE TREAS-
URER OR OTHER FISCAL OFFICER OF EACH SPECIAL COM-
MUNITY DISTRICT.
(c) Funds disbursed to a special community tax benefit area shall
be expended only for the purposes for which appropriations have been
made in the annual budget of the special community benefit district.
Violation of this section shall constitute a misdemeanor, and, upon con-
viction, shall be punishable by a fine of one thousand dollars ($1,000.00)
or imprisonment for not more than six (6) months, or both fine and
imprisonment, in the discretion of the judge.
Section 3. AND BE IT FURTHER ENACTED, That this Ordinance
shall take effect forty-five (45) days after it becomes law.
