An Ordinance to repeal Sections 9-200 and 9-201 of the Anne Arun-
del County Code (1967 Edition and Supplements), Title 9, "Finance",
Subtitle 2, "Budget" and to enact new Section 9-200 in lieu thereof;
and to repeal Sections 9-400, 9-401 and 9-402 of said Code and Title,
Subtitle 4, "Expenditures", and to enact new Section 9-400 in lieu
thereof; said new sections to stand in the respective places of the
sections repealed.
Section 1. BE IT ENACTED BY THE COUNTY COUNCIL OF
ANNE ARUNDEL COUNTY, MARYLAND, That Sections 9-200 and 9-201
of the Anne Arundel County Code (1967 Edition and Supplements), Title
9, "Finance", Subtitle 2, "Budget", be, and they are hereby repealed, and
new Section 9-200 is enacted in lieu thereof, to read as follows:
Section 9-200
(a) Unless otherwise provided by law, special community benefit
district budget requests shall be prepared by the Board of Directors of.
the civic or community association representing a majority of the prop-
erty owners in said district and submitted to the Budget Office not less
than one hundred fifty (150) days prior to the end of the County fiscal
year. Such budget request shall conform in all respects to all requirements
as may now hereafter be required by the County Budget Office. Each
budget request shall also provide (1) for the collection and administration
charge of five per cent (5%) or five hundred dollars ($500.00) which-
ever is less, of the funds collected in the respective district, which shall
be paid into the general fund of the County; (2) for the appropriation
of all unencumbered or unexpended surplus of the respective District's
Special Community Benefit Fund (if any there be) and (3) the rate of
Special Community Benefit Tax.
(b) The Special Community Benefit Tax in the Selby-on-the-Bay,
Woodland Beach, Shoreham Beach and Hillsmere Estates Special Commu-
nity Benefit Districts shall be a uniform rate of assessment per platted lot
in the district; and for all other Special Community Benefit Districts,
shall be a uniform rate of assessment located within the district as are
other county real estate taxes.
(c) The Controller shall deposit all special community benefit tax
collections into a special fund, and shall release said funds only in ac-
cordance with the provisions of Section 9-400 of the Anne Arundel County
Code.
Section 2. AND BE IT FURTHER ENACTED, That Sections 9-400,
9-401 and 9-402 of said Code and Title, Subtitle 4, "Expenditures", be,
and they are hereby repealed, and new Section 9-400 is hereby enacted
in lieu thereof to read as follows:
