(k) (L) Upon completion of a sanitary fill lift, the entire surface
of the intermediate cover shall be inspected monthly and all cracked, eroded
or uneven covers shall be repaired.

(M) THERE SHALL BE AN ADEQUATE NUMBER OF LARGE
COMMERCIAL TYPE WASTE CONTAINERS LOCATED AT THE EN-
TRANCE OF COUNTY OPERATED SANITARY LANDFILLS. THESE
CONTAINERS SHALL BE ACCESSABLE TO THE PUBLIC AT ALL
TIMES.

Section 11-410

(a)    The burning of refuse on sanitary landfills shall be prohibited.

(b)    Fire breaks, between fill trenches and cells, not less than three
(3) feet in width, will be provided and maintained to assure control
in the event of fire. In area type fills, earth fire breaks will be constructed,
isolating each fill projection into areas not exceeding one (1) acre in
size.

(c)    Fire protection shall be provided under any or all of the following
methods:

(1)    An adequate supply of water shall be available at the site, or

(2)    A stockpile of cover material shall be maintained reasonably
close to the working face of the fill, or

(3)    A nearby organized fire department voluntarily agrees in writ-
ing, to provide immediate service whenever called, or

(4)    Means and devices mutually agreeable to the operator and Fire
Marshal may be used.

Section 11-411

(a) When the licensee states in writing to the Department of
Inspections and Permits, that he has completed sections of the construction
of the sanitary landfill, the following steps and measures shall be taken
prior to his release from his oompletion maintenance bond.

(1)    An inspection of the entire site shall be made by the representa-
tives of the County Health Officer, Fire Marshal, and Department of
Public Works, in congress, before the earthmoving equipment is removed
from the site.

(2)    The licensee shall leave a satisfactory permanent organic grow-
ing cover or an approved road-type permanent surfacing to prevent erosion
and to control the blowing of dust.

(3)    Any necessary corrective works shall be performed before the
landfill project is accepted as completed.

(4)    When a sanitary landfill is accepted as complete, there shall be
no further refuse disposal on the site. The licensee shall close all access
roads locked with gates.

(5)    Arrangements shall be made for the repair of all cracked and
eroded areas in the final cover during the year following completion of the
fill.

(6)    At the completion of the fill operations, if the licensee shall
perform all of his obligations under the requirements of the completion
maintenance bond and as otherwise prescribed, the full amount of the bond
