SEES, IT BEING THE INTENTION THAT THE COUNTY SHALL
NOT BE RELIEVED OF ANY OTHER REQUIREMENTS OF THIS
SUBTITLE.
Section 11-409
(a) Prior to initiation of sanitary landfill operations, all neces-
sary site preparation work will be completed at the sole expense of the
licensee to the satisfaction of the Department of Public Works, the Coun-
ty Health Officer and the Fire Marshal. This will include, but not be
limited to, access road(s), gate(s), or barricades, fencing, necessary drain-
age, all-weather job road(s) to work area(s), employee facilities, utilities,
trench or cell excavation to permit upon commencement of operations,
uninterrupted flow of work and construction or provision of fire breaks
and water supply as necessary.
(b) Access to the site shall be limited, and the gates and barri-
cades will open only when an attendant or operator is on duty. Gates
will be locked at all other times. THERE SHALL BE NO SCAVENGING
ON THE SITE.
(c) The operator will conduct his operations in accordance with
the approved design and development plans and specifications.
(d) Necessary equipment for spreading and compaction of refuse
and cover material, and delivery of cover material to the work area
will SHALL be available at all times to assure the conduct of proper
sanitary landfill operations.
(e) No refuse shall remain uncovered for more than twelve (12)
SIX (6) hours from the time of deposit.
(f) The operator shall control blowing papers by means of portable
fencing, a hosed water supply, or by other approved means. All scattered
materials shall be collected and placed on IN the fill.
(g) Water pollution during site development and operations shall
be prevented in accordance with the regulations of the Maryland State
Water Pollution Central Commission MARYLAND STATE DEPART-
MENT OF NATURAL RESOURCES.
(h) Vermin and rodent life shall be eliminated by carrying out
routine landfill operations promptly in a systematic manner. If necessary,
supplementary control measures shall be performed within twenty-four
(24) hours.
(i) The licensee shall be ready and have suitable measures to con-
trol dust, acceptable to the County Health Officer, when dust conditions
develop. When for any reason suitable measures are not taken when
dust conditions develop, the licensee shall take such action when ordered,
under any circumstances not later than twenty-four (24) hours from a
given order.
(j) Hazardous and Special Waste will not be accepted for disposal
at regular sanitary landfill site unless specifically approved by the County
Health Officer.
(K) RUBBER TIRES SHALL BE SHREDDED OR CUT IN NO
LESS THAN QUARTER SECTIONS BEFORE DEPOSIT IN ANY SAN-
ITARY LANDFILL.
