(8)    Dust control measures.

(9)    Water pollution shall be prevented in accordance with the reg-
ulations of the Maryland State Water Pollution Control Commission
MARYLAND STATE DEPARTMENT OF NATURAL RESOURCES.

(10)    Grass or ground cover of each section as work progresses.
Section 11-408

(a) Applications for licenses to engage in solid waste disposal by-
sanitary landfill method shall be made to the Department of Inspections
and Permits on forms provided by this Department, and will be accompanied
by the following:

(1)    Engineering report of proposed site survey in accordance with
Section 11-406 of this Subtitle.

(2)    Design and development plans and specifications in accordance
with Section 11-407 of this Subtitle.

(3)    A certification from Department of Public Works that it has
on file a completion maintenance bond, either cash or negotiable paper,
in the amount of $500 per acre, based on the number of acres planned
or intended to be employed in the sanitary landfill operations during
the license period. In cases where an applicant plans to operate on leased
land, legally acceptable documented assurance from the property owner
must be furnished the county, to give the right of entry to the property
by the County for the purpose of completion and/or maintenance of
the landfill as specified in this regulation in the event of default on
the part of the operator.

(4)    License fee, in the amount of $25.00.

(c)    All licenses shall expire one (1) year after date of issuance.

(d)    Applications for license renewals will be submitted to the De-
partment of Inspections and Permits and will be accompanied by the
following:

(1)    So much of the Design and Development Plans and Speci-
fications, and Supplementary Reports as to allow the review of the scope
of operations during the forthcoming year.

(2)    Additional bond in the amount of $500 per acre to cover the
acreage to be employed during the forthcoming year.

(3)    License fee, in the amount of $25.00

(e)    Licenses to proceed with site preparation and operation will
only be issued after the application, plans and specifications have been
approved by the Department of Public Works, Office of Planning and
Zoning, the Fire Marshal of Anne Arundel County, and the County Health
Officer, and the Maryland State Department of Health. In addition to
approval of the application, plans and specifications, the proposed site for
a Sanitary Landfill must be inspected and approved by the Department
of Public Works, Office of Planning and Zoning, the Fire Marshal, and
the County Health Officer.

(F) NOTWITHSTANDING ANYTHING TO THE CONTRARY
NEITHER ANNE ARUNDEL COUNTY NOR ANY OF ITS GOVERN-
MENTAL AGENCIES SHALL BE REQUIRED TO PAY THE LICEN-
SEE FEE OR FURNISH THE BOND REQUIRED BY OTHER LICEN-
