(h) Finish Contours and Control of Surface Water:

(1) Finish contours will be based on the proposed development of
the site and the following criteria:

(1)    Individual lifts in sanitary landfills shall be no greater than
8 feet in depth, after which there must be an intermediate well-compacted
cover, at least 12 inches deep.

(ii) Daily cover of at least 6 inches of well-compacted material (mea-
sured perpendicular to the surface of the compacted refuse) shall be
placed daily to cover all refuse deposited that day.

(iii) Final compacted covering for the surface and the side slopes
will consist of 6 inches daily cover and additional 18 inches of compacted
earth or other approved material, to meet the minimum 24 inch cover
depth requirement.

(2)    The surface of the fill shall be smooth graded. Minimum per-
missible slope is 1:100. Maximum slope of the sides to the toe of the
completed fill shall not be greater than 1:2 2:1; the slope must be ad-
equately protected against erosion; and the bottom of the slope shall be
protected against raveling and shall be so designed and constructed as to
provide either surface or subsurface drainage to prevent ponding.

(i) Diversion channels of adequate size and grade based on run-
off estimate from the area above the fill site, dikes, levies, shall be provided,
as required. If the surface water control and the above means are not
completely successful, further measures to control drainage shall be taken.

(j) Where it is proposed to extend the limits of the sanitary land-
fill into a flood plain, the extent of such encroachment and analysis of
its effect on stream flow at the site and upstream must be furnished.

(k) All necessary fencing and gates to control unauthorized traffic
to the site must be shown.

(1) Location of all buildings within 1,000 feet of the fill area or
the site.

(m) On-site employee and equipment maintenance facilities.

(n) Electricity, telephone, personnel sanitary facilities, and water
supply must be available for proper year-round operations.

(o)    In addition to the above, all other pertinent information to
indicate clearly the proposed orderly development, operation and com-
pletion of the sanitary landfill will be furnished on plans and specifi-
cations to include, but not be limited to:

(1)    Progressive clearance of trees.

(2)    All-weather job roads to work area(s).

(3)    Diversion of water courses, when planned by phases.

(4)    Storage of top soil for final cover.

(5)    Depth of lifts, daily, intermediate and final cover.

(6)    Fire breaks and water supply.

(7)    Proposed method of operations, such as area, ramp, trench,
cell or imported cover, by applicable areas.
