Section 11-406
(a) The location USE must be in accord with the County's zoning
regulations; AND THE LOCATION MUST BE IN ACCORD WITH THE
COUNTY GENERAL DEVELOPMENT PLAN.
(b) The site should not be closer than 1,000 feet to residential,
institutional or industrial buildings, except where unusual circumstances
make a closer location both desirable and acceptable. Such circumstances
will be fully explained in the engineering report accompanying the appli-
cation for license.
(c) Operation of the site should not hinder the natural drainage
pattern of the general vicinity of the site. Where flood plains may exist
on or bordering the proposed site, the effect of the proposed fill operations
must be investigated to assure no interference with stream flow at flood
stages. THERE SHALL BE NO ENCROACHMENT INTO THE NAT-
URAL FIFTY (50) YEAR FLOOD PLAIN OF ANY STREAM, CREEK
OR RIVER.
(d) Engineering survey, including topography and determination of
soil characteristics and ground water table, will be made of each pro-
posed site, and reports of such surveys will accompany applications for
sanitary landfill licenses.
Section 11-407
The design of the proposed sanitary landfill accompanying applications
for a license shall include one or more topographic maps and development
plans to a scale of not over 200 feet to the inch with contour intervals
of two feet. These maps and plans must show the following:
(a) Area Location map.
(b) Limits of property of the proposed sanitary landfill site.
(c) The proposed fill area or areas AND PROPOSED METHOD OF
OPERATION.
(d) Borrow area(s), if any.
(e) Access roads. An all-weather access, negotiable by loaded ref-
use vehicles shall be provided to the entrance of the landfill site. If
only one such access road for two-way truck traffic to the site is planned,
the design must indicate what alternate access will be available, while
the access road may be temporarily unusable.
(f) Access control. Access to the landfill site shall be through per-
manent grates or barricades which can be locked. Appropriate physical
measures such as fencing, ditching or banking shall be made to prevent
indiscriminate access at other locations.
(g) Information as to the character of the soil to the depth of at
least two feet below the proposed or intended excavation operations, and
the elevation of ground water table in that area. All sanitary landfill
cover shall be composed of earth or other approved material of such char-
acter that it can be compacted to provide a tight seal, will not crack
excessively when dry and is free of putrescible materials and large of-
jects; it shall be of such character as to inhibit the habitation by ro-
dents and vermin. Cover materials must be acceptable to the County
Health Officer prior to use.
