2406 Municipal Charters
The minutes of the meeting of September 9, 1968 were approved pro-
viding for future mammoth fireworks displays celebrating the 4th of
July. Thereafter, on motion of Mr. Babylon, seconded by Mr. Mathias
and duly passed, it was determined to allocate funds necessary to provide
a fireworks display beginning in the year 1970 and for each fifth year,
thereafter.
Mr. Sellman reported that the $145,000.00 investment in U. S. Trea-
sury Bills, due for payment on July 18, 1968, will be reinvested for an
additional 6 month period.
There being no further business to consider, the meeting was ad-
journed on motion of Mr. Freeman, seconded by Mr. Babylon and duly
passed.

CITY OF WESTMINSTER, MARYLAND
August 8, 1968
A special meeting of The Mayor and Council was held in the Council
Chamber on August 8, 1968, at 4:00 p.m., concerning the passage of
various resolutions. Mayor Hahn; Council President Sellman; Councilmen
Babylon, Conaway, Freeman and Mathias; City Attorney Walsh were
present and acted throughout.
On motion of Mr. Mathias, seconded by Mr. Babylon and duly passed,
the following resolution, concerning the annexation of the land commonly
known as Westminster Apartments (Myerberg Property) was adopted.
The public hearing is scheduled for September 9, 1968 at 8:00 p.m.
in the Hearing Room at City Hall.
RESOLUTION:
Whereas a Petition has been presented to The Mayor and Council
of Westminster to enlarge the corporate boundaries of The City of West-
minster by the annexation of a parcel of land contiguous to and ad-
joining the existing corporate boundaries of the City; and
Whereas The Mayor and Common Council of Westminster, has caused
to be made a verification of the signatures upon said Petition and has
ascertained that the persons signing the Petition represent at least twenty-
five percent (25%) of the persons who reside in the area to be annexed
and who are registered voters in County elections in the precinct in which
the territory to be annexed is located, and the owners of at least twenty-
five percent (25%) of the assessed valuation of the real property located
in the area to be annexed;
IT IS RESOLVED, THEREFORE by The Mayor and Common Coun-
cil of Westminster that the following parcel of land shall be annexed
to the City of Westminster and be and become a part thereof;
All of the following tract or parcel of land situate southeast of
the present corporate limits of the City of Westminster, in Westminster
District, Carroll County, State of Maryland, and more particularly de-
scribed as follows:
Beginning for the same at the point of intersection of the south
side of Colonial Avenue, 40 feet wide (formerly Maxwell Street) and
the east side of a 12 foot alley as laid out on the Plat of "Friendship
Heights" as recorded among the Land Records of Carroll County in
