AND RECREATION, WITH THE ADVICE AND COUNSEL OF
THE HARFORD COUNTY PERSONNEL ADMINISTRATOR,
THE BOARD OF COUNTY COMMISSIONERS SHALL SELECT
A DIRECTOR OF PARKS AND RECREATION. THE APPOINT-
MENT SHALL BE MADE WITHIN THIRTY (30) DAYS AFTER
THE RECEIPT OF THE LIST BY THE COMMISSIONERS.
THE DIRECTOR SHALL SERVE AT THE PLEASURE OF THE
BOARD OF PARKS AND RECREATION. THE MINIMUM
QUALIFICATIONS FOR THE DIRECTOR'S POSITION ARE
GRADUATION FROM AN ACCREDITED COLLEGE OR UNI-
VERSITY WITH A MAJOR IN PARKS AND RECREATION OR
A CLOSELY RELATED FIELD; PLUS FIVE (5) YEARS OF
PROFESSIONAL EXPERIENCE IN PARKS AND RECREA-
TION WORK, THREE (3) YEARS OF WHICH MUST HAVE
BEEN IN AN ADMINISTRATIVE OR SUPERVISORY CA-
PACITY. THE BOARD OF PARKS AND RECREATION SHALL
EMPLOY SUCH OTHER PERSONNEL AS IT MAY CONSIDER
NECESSARY TO ADMINISTER ITS FUNCTIONS PROPERLY,
SUBJECT TO THE PROVISIONS OF THE HARFORD COUNTY
CIVIL SERVICE RULES AND REGULATIONS. THE COMPEN-
SATION OF ALL EMPLOYEES SHALL BE DETERMINED
BY THE COUNTY COMMISSIONERS, PROVIDED THAT THE
DIRECTOR OF PARKS AND RECREATION SHALL RECEIVE
A MINIMUM SALARY OF FOURTEEN THOUSAND DOLLARS
($14,000.00).

Sec. 2. And be it further enacted, That this Act is hereby de-
clared to be an emergency measure and necessary for the immediate
preservation of the public health and safety and having been passed
by a yea and nay vote supported by three-fifths of all the members
elected to each of the two houses of the General Assembly, the same
shall take effect from the date of its passage.

CHAPTER 23
(Senate Bill 354)

AN ACT to repeal Section 19(g) of Article 51 of the Annotated
Code of Maryland (1969 Supplement), title "Juries," to elimi-
nate a conflict with Section 19(a) which provides $10.00 per day
for jurors in Harford County.

Section 1. Be it enacted by the General Assembly of Maryland,
That Section 19 (g) of Article 51 of the Annotated Code of Mary-
land (1969 Supplement), title "Juries," be and it is hereby repealed.

19.

[(g) In Harford County, jurors shall receive seven dollars and
fifty cents ($7.50) per day for each and every day they shall attend
a court of this State as jurors.]
