2390                               Municipal Charters

Public, Local Laws of Maryland, 1930, title "Talbot County," subtitle
"St. Michaels," be and it is hereby repealed and re-enacted to read as
follows:

455A.

The total indebtedness of the Town of St. Michaels exclusive of bond
issues and tax anticipatory notes, shall not exceed the sum of [Seventy-
five thousand dollars $75,000.00)] TWO HUNDRED THOUSAND DOL-
LARS ($200,000.00)
and the Commissioners of said Town are authorized
and empowered to borrow any sum or sums not to exceed such amount
and to evidence such borrowing by promissory note or notes or any other
certificates of indebtedness and generally to negotiate for and issue such
notes or other certificates of indebtedness without the necessity of adver-
tising them for sale or otherwise; acting in a manner which they shall
deem most advantageous to, or in the best interest of, the Town of St.
Michaels.

Section 2. And be it further enacted, that, The effective date of this
Act shall be the fiftieth day following the approval of the aforegoing
Resolutions by the Commissioners of the Town of St. Michaels, as herein-
after set forth.

AMENDMENT OF SUBTITLE AND TEXT OF SECTION 350 OF
EVERSTINE'S CODE OF PUBLIC LOCAL LAWS OF WORCES-
TER COUNTY, TITLE "SNOW HILL," SUBTITLE "REGISTRA-
TION OF VOTERS," BEING PART OF THE CHARTER OF THE
TOWN OF SNOW HILL, TO CHANGE SAID SUBTITLE TO READ
"REGISTRATION OF VOTERS, PRIMARY AND GENERAL
ELECTIONS, REVISION OF VOTING LISTS";
TO PERMIT NON-
RESIDENTS OWNING REAL ESTATE OF THE VALUE OF
$500.00 OR MORE ON WHICH THE TOWN TAXES ARE NOT IN
ARREARS TO REGISTER TO VOTE IN TOWN ELECTIONS; TO
REQUIRE REGISTRATION IN WRITING AND PRESERVATION
OF REGISTRATION RECORDS; TO PROVIDE FOR USE OF
VOTING MACHINES; TO CHANGE THE FILING DATE FOR
CANDIDATES FOR MAYOR OR COUNCILMAN; TO ADD TO
THE QUALIFICATIONS OF MAYOR OR COUNCILMAN THAT
EACH OF THEM FILING FOR ELECTION SHALL BE A RESI-
DENT TAXPAYER AND REGISTERED VOTER IN SAID
TOWN, SHALL DECLARE HIS PARTY AFFILIATION AND
SHALL PAY A FILING FEE OF $25.00; TO PROVIDE FOR
PRIMARY ELECTIONS, FOR A GENERAL REGISTRATION
IN THE YEAR 1969 AND IN EVERY TENTH YEAR THERE-
