b.    During the period between adoption of the Resolution (October
20, 1969) and 40 days thereafter (November 29, 1969) no petition for
referendum on the said Charter Amendment was received.

c.    A full text of said Charter Amendment was continually posted
on the bulletin board of the Office of the Mayor and Council, 111 South
Perry Street, Rockville, Maryland, from the date of its adoption to Novem-
ber 29, 1969.

d.    A full summary of the Charter Amendment was published in the
Montgomery County Sentinel, a newspaper of general circulation in the
City of Rockville, not less than four times at weekly intervals prior to No-
vember 29, 1969.

Resolution of July 5, 1969

Resolution of the Commissioners of the Town of St. Michaels, to
repeal and re-enact, with amendments, Section 455A of Article 21 of
the Code of Public Local Laws of Maryland, 1930, title "Talbot
County," subtitle "St. Michaels," increasing the limitation of the
Town's indebtedness to Two Hundred Thousand Dollars ($200,000.00),
and authorizing the Commissioners of said Town to borrow any sum
or sums not to exceed the amount aforesaid and to evidence such
borrowing by promissory note or notes or other certificates of indebt-
edness without the necessity of advertising them for sale or otherwise.

Whereas, there is at the present time a debt limitation set forth within
the St. Michaels Charter (being Sections 455A of Article 21, inclusive,
of the Code of Public Local Laws of Maryland, 1930) curtailing the poten-
tial indebtedness of the Town of St. Michaels and limiting the same to
seventy-five thousand dollars ($75,000.00); and

Whereas, this limit was to be increased by Resolution heretofore
adopted; however, the newspaper publication was not in conformity with
the statutory requirement; and

Whereas, it is in the best interests of the Town of St. Michaels that
the limitation be increased in order that the necessary services may be
provided for the citizens of the Town as they become necessary; and now,
therefore, be it

RESOLVED by the Commissioners of the Town of St. Michaels,
Talbot County, Maryland that Section 455A of Article 21 of the Code of
Public Local Laws of Maryland (1930) title "Talbot County" subtitle
"St. Michaels," be repealed and re-enacted to provide for a debt limitation
increase to Two Hundred Thousand Dollars ($200,000.00) for the Town
of St. Michaels and authorizing the Commissioners of St. Michaels to issue
any evidence of borrowing or any certificate of indebtedness which they
should deem to be in the best interest of the Town of St. Michaels.

Section 1. Be it enacted by the Commissioners of St. Michaels, Talbot
County, Maryland, that new Section 455A of Article 21 of the Code of
