2354 Municipal Charters
Whereas the Board of Elections did recommend to the Mayor and
City Council that the present Charter limitation as to place be altered so
as to allow for additional places of voter registration within the confines
of the City and
Whereas the Mayor and City Council now proposes to amend the City
Charter in accordance with the recommendations of the Board of Elections.
Be it enacted and ordained by the Mayor and City Council of the
City of New Carrollton that Section 5(f) of the Charter of the City of
New Carrollton is hereby amended as follows:
"REGISTRATION"
"There shall be a registration of qualified persons not registered to
vote during normal business hours at City Hall and at other places within
the City as designated by the Board of Elections during the first full week
of April in every year and on the Friday of the first full week of April in
every year from 7:00 P.M. to 9:00 P.M. If necessary for the performance
of registration or the convenience of the citizens of the City, the Mayor
may designate additional days as registration days.
Registration shall be permanent and no person shall be entitled to
vote in City elections unless he is registered. It shall be the duty of the
Board of Elections to keep the registration lists up-to-date by striking
from the lists persons not voting in the last three prior consecutive City
elections.
The Council is hereby authorized and directed to adopt, by ordinance
and to enforce any provisions necessary to establish and maintain a
system of permanent registration, and to provide for a re-registration
when necessary."

BALLOTTING PROCEDURES
Whereas an hourly tally of the number of voters has been kept by
the Board of Elections for the last several elections which clearly indicates
that over 90% of the persons voting did so between the hours of 9:00
A.M. and 9:00 P.M. and
Whereas the Board of Elections did recommend to the Mayor and
City Council that voting hours for the City be changed to the hours of
9:00 A.M. to 9:00 P.M. and
Whereas the Mayor and City Council now proposes to amend the
City Charter in accordance with the recommendations of the Board of
Elections,
Be it enacted and ordained by the Mayor and City Council of the
City of New Carrollton that Section 6(a) of the Charter of the City of
New Carrollton is amended as follows:
