Charter Amendment No. 70-1
. ORGANIZATION OF THE ELECTION BOARD
Whereas staggered terms of membership on the Board of Elections
will provide for a continuity of experienced election officials, and
Whereas changing members of the Board of Elections in March, only
two months prior to annual elections in May as required by present
charter provisions, is found to be inadvisable and
Whereas the Board of Elections did recommend to the Mayor and
City Council that the present organization of the Board of Elections be
altered to provide for these improvements and
Whereas the Mayor and City Council now proposes to amend the
City Charter in accordance with the recommendations of the Board of
Elections,
Be it enacted and ordained by the Mayor and City Council of the
City of New Carrollton that Section 5(b) of the Charter of the City of
New Carrollton is hereby amended as follows:
"BOARD OF ELECTIONS"
"There shall be a Board of Elections consisting of three members
who shall be appointed by the Mayor with the approval of the Council
[on or before the first day of March in every odd numbered year]. Two
members shall be appointed at the first Council Meeting in June of every
even numbered year, and one member shall be appointed at the first
Council Meeting in June of every odd numbered year. The terms of the
members of the Board of Elections shall begin on the [first day of March]
fifteenth day of June in the year in which they are appointed and shall
run for two years. The current terms of all members of the Board of
Elections on March 1, 1970 shall be adjusted by the Mayor with the
approval of the Council to expire in accordance with the above described
schedule of terms. Members of the Board of Elections shall be qualified
voters of the City and shall not hold or be candidates for any elective
office during their terms of office. The Board shall appoint one of its
members as Chairman. Vacancies on the Board shall be filled by the
Mayor with the approval of the Council for the remainder of the unexpired
term. Any compensation of the members of the Board shall be determined
by the Council."

rolls will result if registration were more accessible to the citizens of New
