2352 Municipal Charters
Whereas the voters at the Advisory Referendum did indicate their
wish to amend the City Charter to require voter approval before the City
borrows money for any purpose except for self-liquidating special assess-
ment improvements and
Whereas the Mayor and Council now proposes to amend the City
Charter in accordance with the expressed wishes of the voters.
Be it enacted and ordained by the Mayor and Council of the City of
New Carrollton that Section 22 of the Charter of the City of New Carrollton
is hereby amended to add the following additional paragraph:
"BORROWING TO BE APPROVED AT MUNICIPAL ELECTION"
"The Mayor and Council are prohibited from borrowing money for
any purpose, except as provided in Section 15 of the City Charter, unless
approved by a majority vote at a regular or special Municipal election.
If the money to be borrowed is to be used for more than one specific
purpose, each such purpose and the money proposed for each shall be
listed separately on the ballot."

AND COUNCIL ON JUNE 4, 1969 TO BECOME EFFECTIVE JULY 24,
1969.

Charter Amendment No. 69-2
REGISTRATION OF VOTERS, RESIDENCY REQUIREMENTS
Whereas The Mayor and Council of the City of New Carrollton did
conduct an Advisory Referendum on May 5, 1969 to determine the views
of the voters on specific questions and
Whereas the voters at the Advisory Referendum did indicate their
wish to amend the City Charter to lower the residency requirement from
one year to six months and
Whereas the Mayor and Council now proposes to amend the City
Charter in accordance with the expressed wishes of the voters.
Be it enacted and ordained by the Mayor and Council of the City
of New Carrollton that Section 5 (a-3) is hereby amended to read:
"has resided within the corporate limits of the City for six months
next preceding any City election"
