2278                               Municipal Charters

8-12. Same; canvass of votes.

At a meeting of the said Mayor and Common Council held on the
second day after the election the returns shall be opened by the presiding
officer, and certificate of election shall forthwith be issued by the Town
Clerk to the persons appearing to be elected as Mayor [and Treasurer,
respectively] and to each person appearing to be elected, as Councilman
by having received the highest number of votes, and the said certificates
shall be recorded among the proceedings.

8-13. Same; tie votes.

If at any election it shall appear from the returns of the Judges of
Election, that any two or more persons voted for as Mayor [, Treasurer]
or Common Councilman have received the same number of votes, so that
there is no choice for the office, a new election shall be immediately pro-
claimed by the Mayor and Common Council to fill the vacancy, from among
such tie candidates, which election shall be held on ten days' notice and in
all respects as aforesaid, except as to day of election.

8-21. Surety bonds; general powers of town.

(a) Surety bonds. The clerk [, treasurer] and bailiff or bailiffs shall
give bond payable to the Mayor and Common Council in such penalty
and with such security as the Mayor and Common Council may require,
conditioned for the faithful performance of the duties of clerk, treasurer
and bailiff.

8-29. Treasurer; appointment of, duties, bond.

(a)    There shall be a treasurer appointed by the Mayor with the
approval of the Council. He shall serve at the pleasure of the Mayor and
Council. His compensation shall be determined by the Council. The treas-
urer shall be the chief financial officer of the town. Financial powers of
the town, except as otherwise provided in this charter, shall be exercised
by the treasurer under the direction and supervision of the Mayor.

(b)    Under the supervision of the Mayor, the treasurer shall have
authority and shall be required to:

1.    Prepare at the request of the Mayor an annual budget to be
submitted by the Mayor to the Council.

2.    Supervise and be responsible for the disbursement of all monies
and have control over all expenditures to assure that budget appropriations
are not exceeded.

3.    Maintain a general accounting system for the town in such form
as the council may require,, not contrary to State law.

4. Submit at the end of each fiscal year, and at such other times
as the Council may require, a complete financial report to the Council
through the Mayor.

5.    Ascertain that all taxable property within the town is assessed
for taxation.

6.    Collect all taxes, special assessments, license fees, liens, and all
other revenues (including utility revenues) of the town, and all other
revenues for whose collection the town is responsible, and receive any
funds receivable by the town.
