Charter Amendment No. 29

Resolution of The Commissioners of Cambridge adopted pursuant
to the authority of Article 11E of the Constitution of Maryland and
Section 13 of Article 23A of the Annotated Code of Maryland (1957
Edition, as amended), title "Corporation—Municipal", to amend the
Charter of The Commissioners of Cambridge by repealing and re-
enacting, with amendments, Section 44, "Town Clerk, Treasurer and
Collector", of the Code of Public Local Laws of Dorchester County
(1961 Edition), said Code being Article 10 of the Code of Public
Local Laws of Maryland, title "Dorchester County" subtitle "Cam-
bridge", pertaining to the office of Town Clerk, Treasurer and Collec-
tor, the method by which he holds office.

Section 1. BE IT RESOLVED by The Commissioners of Cambridge
that the Charter of said Municipal Corporation be, and the same is hereby,
amended by repealing and reenacting said Section 44 to read as follows:

44. TOWN CLERK, TREASURER AND COLLECTOR.

(a)    Appointment. The Commissioners shall appoint a clerk, treas-
urer and collector, all of which offices shall be held by the same person,
and shall bear the title "Town Clerk, Treasurer and Collector of Cam-
bridge", who shall so hold office [at the pleasure of the Commissioners of
Cambridge] pursuant to the provisions of Ordinance No. 362 entitled
"Personnel Ordinance of the City of Cambridge" and any subsequent
amendments thereto, or the subsequent repeal of said ordinance and the
enactment of any new ordinances, in lieu thereof, pertaining to the same
matter.

(b)    Powers and duties. Under the supervision of the Mayor, the
clerk-treasurer shall have authority and shall be required to:

(1)    Prepare at the request of the Mayor an annual budget to be
submitted by the Mayor to the Commissioners.

(2)    Supervise and be responsible for the disbursement of all moneys
and have control over all expenditures to assure that budget appropria-
tions are not exceeded.

(3)    Maintain a general accounting system for the town in such form
as the Commissioners may require, not contrary to State Law.

(4)    Submit at the end of each fiscal year, and at such other times
as the Commissioners may require, a complete financial report to the
Commissioners through the Mayor.

(5)    Ascertain that all taxable property within the town is assessed
for taxation.
