ments LEGISLATIVE COUNCIL to study the problems associated
with the system of financing the operations and physical facilities of
the Circuit Courts of Maryland, and the offices of the State's At-
torneys and the Sheriffs and to recommend procedures, policies and
methods by which financial responsibility for these functions can be
transferred CONSIDER THE FEASIBILITY OF AND PROCE-
DURES, POLICIES AND METHODS FOR TRANSFERRING THE
FINANCIAL RESPONSIBILITY FOR THESE FUNCTIONS to
the State of Maryland; and be it further

Resolved, That the study commission hereinabove mentioned be
and it is hereby requested to make its recommendations to the
Governor of Maryland prior to the 1971 Session of the General
Assembly; and be it
further

Resolved, That copies of this Resolution shall be sent to the
Governor of Maryland, Chief Judges of the Court of Appeals, the
Special Court of Appeals and the Circuit Courts, the President of
the Maryland Association of State's Attorneys, the President of the
Maryland Association of Sheriffs, the President of the Maryland Asso-
ciation of Counties, the President of the Maryland Bar Association
and to the Secretary of the Department of Budget and Fiscal Plan-
ning AND TO THE SECRETARY OF THE LEGISLATIVE COUN-
CIL.

(House Joint Resolution 107)

House Joint Resolution requesting the Honorable Marvin Mandel,
Governor of the State of Maryland, to contact the Governors of
Delaware and Virginia for purposes of establishing a joint com-
mission to study the conditions of employment, availability of
labor, and any other employment problems connected with the
Delmarva Poultry Industry.

Whereas, the Delmarva Poultry Industry operates in part of each
of three states, Delaware, Maryland and Virginia; and is an impor-
tant and vital part of the economy of these states; and

Whereas, the companies that constitute said industry are con-
fronted with the problem of trying to find a way to keep an adequate
work force in the plants, which problem is chronic and is a matter of
grave concern to the industry, the community, and to people who
are elected to represent them in public office; and

Whereas, in Maryland the Department of Employment Security
is the Department charged with assisting employers in finding an
adequate labor force and in helping workers find full employment;
and

Whereas, the Department of Employment Security is requested to
work in close proximity with other State agencies that could possibly
furnish some employment to the Industry; and
