2120                             Joint Resolutions

Whereas, the Legislature requests a study and re-evaluation of
the employment policies AND ADMINISTRATIVE PRACTICES
by the Department of Employment Security; and

Whereas, a concerted effort by the three states must be made to
effectively combat this problem; now, therefore, be it

Resolved, That the Governor of Maryland be requested to contact
the Governors of the neighboring states and set up a joint commission
to study the conditions of employment, availability of labor, and any
other employment problems that are connected with the Industry; and
be it further

Resolved, That copies of this Joint Resolution be sent to the
Honorable Marvin Mandel, Governor of the State of Maryland, to
the Honorable Russell W. Peterson, Governor of the State of Dela-
ware, and the Honorable Linwood Holton, Governor of the State of
Virginia.

(House Joint Resolution 117)

House Joint Resolution requesting the Joint Budget and Audit Com-
mittee to study planning relations among the various departments
of the State Government and between the State Government and
the various regional planning organizations.

Whereas, the Baltimore Regional Planning Council has requested
a review of its existing legislation; and

Whereas, several organizations in the State are in the process of
becoming regional planning organizations; and

Whereas, the State Government of Maryland is currently re-
organizing into major functional departments, each with individual
planning functions which must be coordinated and integrated but
no State agency is involved in identifying and evaluating in cost-
benefit terms, comprehensive development strategies open to the
State; and

Whereas, tangible outputs and accomplishments of the various
planning organizations are often difficult to identify; and

Whereas, the future progress of our State as an integral part of
the great Eastern Seaboard Megalopolis depends upon successful
planning; now, therefore, be it

Resolved by the General Assembly of Maryland, That the Joint
Budget and Audit Committee be requested to study planning rela-
tions among the various departments of the State Government and
between the State Government and the various regional planning
organizations; and be it further

Resolved, That this study should result in concrete proposals to
adopt the planning relationships to an increasingly complex environ-
ment; and be it further
