Resolved by the General Assembly of Maryland, That a nine (9)
member legislative committee be appointed by the Governor LEGIS-
LATIVE COUNCIL, six (6) members from the House of Delegates
and three (3) members from the Senate, to study the operation of
this department to determine if economies can be effected in its
operations, if improvements can be made to see that deserving people
are better served, and those who are not entitled to welfare support
are not maintained on government welfare rolls, and if practices can
be initiated which will better aid those who wish to become self-
sustaining within federal regulations; and be it further
Resolved, That this committee submit its report and recommenda-
tions to the Governor and General Assembly no later than January
1, 1971.

(House Joint Resolution 81)
House Joint Resolution requesting the Commissioners of Prince
George's County to take immediate action to alleviate health
hazards and to provide emergency services for the elementary
school children in the County.
Whereas, inadequate health and emergency services exist in
Prince George's County elementary schools; and
Whereas, no profession or allied health or medical personnel are
assigned to the elementary schools to provide even the most minimal
health safeguards for the children of the County; and
Whereas, no adequate program of emergency or first-aid training
is given to the elementary teachers of our children, so that in the
event of an emergency, the well-being of elementary school children
in the County is entirely dependent upon the availability of other
assistance which may not arrive during the first critical moments
of danger; and
Whereas, nursing service is limited to referral coverage for the
children of the county; and
Whereas, the principal reason for such inadequacies is the lack
of funds to provide such services, even in the most minimal way,
for the children of Prince George's County; now, therefore, be it
Resolved by the General Assembly of Maryland, That the General
Assembly stands opposed to this deplorable condition and requests
the Commissioners of Prince George's County to take immediate
action to alleviate the hazard to our children, and to cause the
implementation, by whatever means necessary, of one or more of the
following:
(1) A more extensive program of first-aid training for teachers;
(2) An expanded program of Public Health Nursing coverage
so that each school can have a public health nurse visit the school
on a regular schedule of two or three half-days a week;
