Whereas, Many citizens will spend much time outdoors in the
Spring and Summer, and their attention should be called to the
natural beauty around them; now, therefore, be it
Resolved by the General Assembly of Maryland, That the Gover-
nor be and is hereby requested to proclaim the week of April 8th
through 15th as "Outdoor Appreciation Week" in Maryland; and be
it further
Resolved, That copies of this Resolution be sent to Mr. Larry
Barlly and Mr. John H. Hoffman, both of Wilde Lake Middle School,
Columbia, Maryland, creators of the idea.

House Joint Resolution requesting the Governor of Maryland to ap-
point a Governor's Commission on Environmental Education.
Whereas, The rapidly growing population of Maryland places
heavy and conflicting demands on her environment and resources;
reduces open space while creating a need for it, pollutes air and water
when fresh air and clean water are increasingly essential, and places
severe pressures on wildlife, on land and aquatic resources, on water-
front areas, and on the quality of the human environment; and
Whereas, Appropriate education is essential for citizens to under-
stand the resources of Maryland, to support responsible management
of the human environment, and to insist on stewardship which will
insure the best possible quality of environment for themselves and
future citizens of the State; and
Whereas, The Maryland Board of Natural Resources has recog-
nized an urgent need for development of a comprehensive program
of environmental education in the State and has identified the follow-
ing objectives for that program:
1. That students in Maryland schools develop an attitude of re-
spect for the natural world and its complex balances, and a personal
concern for its relationships to man;
2. That each student understand that he or she is affected by the
environment and that he or she influences the environment bene-
ficially or detrimentally;
3. That every student leaving high school know the geography
and climate of Maryland, her principal natural resources, and their
history of use;
4. That students in Maryland understand basic principles of effi-
cient use of non-renewable resources, of controlling and using living
populations, and of the effects of the human environment on the
quality of living;
5. That continuing education programs extend these concepts
to the adult population of Maryland;
6. That all citizens realize their individual responsibility for wise
present management of the environment and for providing an excel-
lent environment as their heritage to future generations.
Now, therefore, be it
Resolved by the General Assembly of Maryland, That the Governor
of Maryland be and hereby is requested to appoint a Governor's
Commission on Environmental Education to (a) design a program
of environmental education for Maryland, including all levels from
elementary school through adult programs, which will effectively
