implement the objectives which have been established; (b) provide
specific related recommendations on teacher training, materials and
techniques, organization of the State program, and appropriate
funding; (C) make a final report with recommendations to the Gover-
nor and General Assembly of Maryland not later than 1 December,
1970; and be it further
Resolved, That the Governor of Maryland be and hereby is re-
quested to draw upon the advice of the Secretary of the Department
of Natural Resources and the Superintendent of Schools in compos-
ing the Governor's Commission on Environmental Education, and
to appoint not more than 15 members, giving consideration to rep-
resentation of the General Assembly, Maryland Department of Edu-
cation, the several State colleges, the University of Maryland, MARY-
LAND AGRICULTURAL COMMISSION, local school systems, con-
servation organizations, industry and appropriate religious and cul-
tural groups; and be it further
Resolved, That the Board of Public Works be and hereby is re-
quested to provide adequate funding for the Commission on Environ-
mental Education to permit use of consultants, provide secretarial
services, and meet other necessary expenditures of the Commission;
and be it further
Resolved, That copies of this resolution be sent the Governor,
Secretary of the Department of Natural Resources, and the State
Superintendent of Schools.

(House Joint Resolution 27)
House Joint Resolution requesting the initiation of discussion with
states affecting the Chesapeake Bay to develop an interstate plan
for the management of the Bay.
The conservation of the Chesapeake Bay, Maryland's greatest
natural resource, is one of the most important problems facing the
State at this time. Effective control of pollution of the Bay is a
matter of vital concern to the State.
Since the Bay cuts across state boundaries and its sources originate
in different states, there must SHOULD be an interstate agency to
assure complete and proper management of the Bay. Such an ap-
proach has been utilized in other water basins with the establishment
of the Delaware River Compact and the drafting of the Susquehanna
and Potomac River Compacts; now, therefore be it
Resolved by the General Assembly of Maryland, That the Governor
of Maryland initiate discussion with Virginia, Delaware, the Federal
government, West Virginia, the District of Columbia, Pennsylvania,
and New York, in which are located the tributaries of the Bay,
THE APPROPRIATE STATES AND THE FEDERAL GOVERN-
MENT concerning the drafting of legislation establishing an inter-
state agency to provide proper management of the Chesapeake Bay;
and be it further
Resolved, That the result of these discussions could be the forma-
tion of a Chesapeake Bay Area Commission formed under the provi-
sions of the Federal Water Resources Act of 1965, which could de-
velop an initial working plan for the entire Bay; and be it further
