2076 Joint Resolutions
Whereas, These incidents, for all their mindlessness, have re-
sulted in serious injury and untimely death to unsuspecting and
innocent victims who were motoring upon the highways, express-
ways, and beltways of this State; and
Whereas, These misdeeds, INCIDENTS however malicious and
stupid, have CAUSED consummated in considerable less regarding
the property damage to the vehicles and road beds involved in these
unfortunate mishaps; THE ROADWAYS BELOW AND THE
VEHICLES TRAVELING UPON THEM; AND
Whereas, The erection of effective screening, or fencing, to pre-
vent further happenings of this type would serve no disadvantage to
any persons, nor affect the ecology in the areas where such protection
is afforded; and
Whereas, Provision and installation of these protective devices
will facilitate the safe passage of all those who venture onto the
roadways of The Free State; and
Whereas, The construction and maintenance of such "over-
seers" will greatly aid in reducing the risk of danger to vehicular
traffic proceeding under the spans crossing the State's roadways;
now, therefore, be it
WHEREAS,, THE INSTALLATION AND MAINTENANCE OF
PROTECTIVE DEVICES, SUCH AS SCREENING OR FENCING,
WILL FACILITATE THE SAFE PASSAGE OF ALL THOSE
WHO VENTURE ONTO THE ROADWAYS OF THE FREE
STATE AND WILL MITIGATE THE OCCURRENCE OF PROP-
ERTY LOSS; NOW, THEREFORE BE IT
Resolved by the General Assembly of Maryland, That the State
Roads Commission of Maryland, be requested to take such steps as
are necessary to erect protective screening or fencing on the walk-
ways or sidings of all bridges and OTHER overpasses spanning above
TRAVERSING the public roads of this State; and be it further
Resolved, That the Secretary of State is requested under the Great
Seal of the State of Maryland to send copies of this Joint Resolution
to the Honorable Marvin Mandel, Governor of the State of Mary-
land, and to David Fisher, Chairman of the State Roads and Direc-
tor of Highways, and to Aldine R. Bird, Chairman of the Maryland
Traffic Safety Commission, and to Colonel Robert J. Lally, Superin-
tendent of the Maryland State Police.

House Joint Resolution requesting the Maryland Historical Trust
to consider the selection of Davidge Hall located on the Baltimore
City campus of the University of Maryland School of Medicine as
a State historical site.
Whereas, Davidge Hall, centrally located on the northeast cor-
ner of Lombard and Greene Streets in Baltimore City is a focal point
for the training of physicians at the University of Maryland School
of Medicine; and
Whereas, This building is the oldest building at any medical
school in the United States which has been in continuous academic
use since its completion; and
