(House Joint Resolution 49)

House Joint Resolution requesting THE PRESIDENT OF THE
UNITED STATES AND the United States Congress to consider
legislation that will increase the ceilings imposed on the rates of
interest that banks and savings and loan institutions may pay to
their depositors.

Whereas, there is a shortage of funds available for loans, and
banks and savings and loan institutions are charging high rates of
interest to borrowers; and

Whereas, public and private saving would be encouraged if banks
and savings and loan institutions paid higher rates of interest to
their depositors; and

Whereas, increased saving is well known to have an anti-
inflationary effect by decreasing the demand for goods and services
and increasing the supply of lendable funds which tends to lower
prices and interest rates; now, therefore, be it

Resolved by the General Assembly of Maryland, That THE PRESI-
DENT OF THE UNITED STATES AND the United States Congress
be requested to consider legislation which will permit banks and
savings and loan institutions to increase the rates of interest they
pay to depositors; and be it further

Resolved, That copies of this resolution be sent in duplicate orig-
inal to the Speaker of the House of Representatives of the United

States and to the President of the Senate of the United States.

OF THE HOUSE OF REPRESENTATIVES OF THE UNITED

House Joint Resolution requesting and urging the State Roads Com-
mission of Maryland, to take such steps as are necessary to provide
for the erection of screening, OR fencing and railing on the walk-
ways or sidings of all
bridges, and other form of overpasses
traversing above the public roads of this State hereby preventing
passersby
IN ORDER TO PREVENT ANY PERSON travelling

these bridges or overpasses from dropping or causing to be drop-

ped any foreign material to ON the roadways below so as to AND
ENDANGERING
provide safe roads for persons and vehicles to
travel upon. THE LIFE AND PROPERTY OF PERSONS
TRAVELING THE ROADWAYS BELOW.
Whereas, There have been recent and frequent occurrences
where manhole covers, rocks, and other matter MATERIAL have
been dropped from overpasses to the roadway below by persons
unknown; and
