2074 Joint Resolutions
Whereas, There has been a significant increase in the crime rate
in Cecil County; and
Whereas, Greater cooperation between various offices and a co-
ordinated plan are needed to effect a reduction in the crime rate;
now, therefore, be it
Resolved by the General Assembly of Maryland, That the County
Commissioners of Cecil County are directed to appoint a special
commission to develop a master plan to provide total police protection
for Cecil County, including recommendations as to how the various
agencies and departments represented can cooperate and coordinate
their activities to achieve a reduction in the crime rate; and be it
further
Resolved, That the appointments to the commission shall include a
representative from each of the following: Magistrate's Court, Cir-
cuit Court, State Probation Office, State's Attorney's Office, Cecil
County Sheriff's Office, Maryland State Police, Municipal Police,
Fire Company; and three members of the public at large, with the
members of the Maryland Senate and House of Delegates from Cecil
County and the Cecil County Commissioners as members ex officio
of the commission, and any expenses of the commission shall be paid
by the Commissioners of Cecil County; and be it further
Resolved, That the commission shall make its report to the mem-
bers of the General Assembly from Cecil County and the County
Commissioners of Cecil County; and be it further
Resolved, That copies of this joint resolution be sent to the County
Commissioners of Cecil County.

(House Joint Resolution 46)
House Joint Resolution requesting the United States Senators from
Maryland, and the Maryland members of the United States House
of Representatives to sponsor and support legislation to revitalize
the United States Maritime Industry.
Whereas, the Maritime Industry of the United States is rapidly
falling behind that of other nations; and
Whereas, this is a vital industry, and particularly important to
the City of Baltimore and the State of Maryland, as Baltimore is one
of the largest seaports on the East Coast of the United States; and
Whereas, further deterioration of this vital industry will leave
a serious financial impact on the City and the State; and
Whereas, at the present time, the S. S. Brazil and S. S. Argentina
are no longer in operation, because of the inability of the steamship
lines to meet the nationally subsidized competition of other countries;
and
Whereas, there is a distinct possibility that other ships will be
taken out of operation further impairing the economy of the City
and State; and
Whereas, prompt and proper action is required on a national
level, not only to assist the City and State, but also the entire industry
on both sea coasts of the United States; now, therefore, be it
Resolved, by the General Assembly of Maryland, That the United
States Senators and members of the House of Representatives from
Maryland be requested to sponsor and support legislation aimed at
revitalizing the Maritime Industry of the United States; and, be it
further
