Sec. 2. And be it further enacted, That all laws or parts of laws,
public general or public local, inconsistent with the provisions of
this Act, are hereby repealed to the extent of any such inconsistency.
Sec. 3. And be it further enacted, That this Act shall take effect
July 1, 1970.

(House Bill 1327)
AN ACT to repeal Section 93 of Article 66C of the Annotated Code of
Maryland (1967 Replacement Volume AND 1969 SUPPLEMENT),
title "Natural Resources," subtitle "Agriculture," subheading "Soil
Conservation Districts," and to enact new Section 93 in lieu thereof,
to stand in the place of the section repealed, and to repeal and
re-enact with amendments Section 94(a), (b) and 102(d) thereof,
to provide for the appointment and terms of office of the super-
visors of soil conservation districts.
Section 1. Be it enacted by the General Assembly of Maryland,
That Section 93 of Article 66C of the Annotated Code of Maryland
(1967 Replacement Volume AND 1969 SUPPLEMENT), title "Nat-
ural Resources," subtitle "Agriculture," subheading "Soil Conserva-
tion Districts," be and it is hereby repealed and that new Section 93
be and it is hereby enacted in lieu thereof, to stand in the place of
the section repealed, and that Section 94(a), (b) and 102(d) of the
same Article, title, subtitle and subheading be and they are hereby
repealed and re-enacted, with amendments, and all to read as follows:

Within thirty (30) days after the date of issuance by the Secretary
of State of a certificate of organization of a soil conservation dis-
trict, and at any subsequent election, certificates of candidacy may
be filed with the State Soil Conservation Committee to nominate
candidates for supervisors of such district. No such certificate of
candidacy shall be accepted unless it is signed by the applicant, dated
and witnessed by at least two occupiers of land lying within the
boundaries of such district. The certificates of candidacy must be
submitted on a form provided by the State Soil Conservation Com-
mittee. The Committee shall give due notice of an election to be
held for the election of three supervisors for the district. All oc-
cupiers of lands lying within the district shall be eligible to vote
in such election. Only such land occupiers shall be eligible to vote.
One or more polling places may be designated and in addition, at the
discretion of the State Committee, ballots may be cast by mail if
properly identified with the voter. The three candidates who shall
receive the largest number, respectively, of the votes cast in such
election shall be the elected supervisors for such district. The Com-
mittee shall pay all the expenses of such election, shall supervise the
conduct thereof, shall prescribe regulations governing the conduct
of such election and the determination of the eligibility of voters
therein, and shall publish the results thereof.]
