Five (5) supervisors shall be appointed to act as the governing
body of the district. The County Governing Body shall appoint one
(1) supervisor who shall serve at the pleasure of the appointing
body.
The other four (4) supervisors shall be appointed by the Com-
mittee from among the residents of the district. ONE OF THE
FOUR SUPERVISORS SHALL BE APPOINTED FROM A LIST
OF THREE DISTRICT RESIDENTS TO BE SUBMITTED BY
THE FARM BUREAU AND ONE FROM A LIST OF THREE DIS-
TRICT RESIDENTS TO BE SUBMITTED BY THE COUNTY
EXTENSION SERVICE. The term of office shall be four (4) years.
In making the appointments, consideration shall be given to repre-
sentation from farming, forestry, wildlife, and urban interests where
appropriate.
A supervisor shall hold office until his successor has been appointed
and has qualified. Vacancies shall be filled for the unexpired term
by appointments made in the same manner as for the full term.
The provisions of this section (93) shall become effective in each
district after June 1, 1970 JULY 1, 1971 and at the time of expiration
of the elected supervisors terms of office. At that time the two previ-
ously appointed supervisors will have less than one and two years re-
spectively remaining in their terms, and the Committee shall: (a)
extend the remaining terms of office of the two previously appointed
supervisors to a full one and two years respectively, and (b) ap-
point one supervisor for a three-year term and one supervisor for
a four-year term. At the same time the County Governing Body
will appoint one (1) supervisor. Thereafter, the term of office of the
Committee appointed members shall be four years.
94.
(a) The governing body of the district shall consist of five (5)
supervisors [, elected or] appointed as provided hereinabove. [The
two supervisors appointed by the Committee] The supervisors shall
be interested and knowledgeable in the conservation of soil, water
and related natural resources and shall be persons who are by train-
ing and experience qualified to perform the specialized skilled serv-
ices which will be required of them in the performance of their
duties hereunder.
(b) The supervisors shall designate a chairman and may from
time to time, change such designation. [The term of office of each
supervisor shall be three (3) years, except that the supervisors who
are first appointed shall be designated to serve for terms of 1 and 2
years, respectively, from the date of their appointment. A super-
visor shall hold office until the successor has been elected or appointed
and has qualified. Vacancies shall be filled for the unexpired
term by appointments made by the State Committee. In the case
of an appointment to fill the unexpired term of an elected super-
visor, however, the first full term for this position must be filled
by election at the next regularly scheduled election in the district.
The selection of successors for a full term shall be made in the same
manner in which the retiring supervisors shall, respectively, have
been selected.] A majority of the supervisors shall constitute a
quorum and the concurrence of a majority in any matter within
