system. The report of the committee shall be completed and delivered
to the county commissioners and the members of the General Assem-
bly representing Garrett County prior to the 1969 regular session
of the General Assembly.
Sec. 2. And be it further enacted, That this Act shall take effect
July 1, 1971.

AN ACT to repeal and re-enact, with amendments, Article 66B of
the Annotated Code of Maryland (1967 Replacement Volume and
1969 Cumulative Supplement), title "Zoning and Planning," gen-
erally revising the Zoning and Planning Laws of this State and
relating generally to Zoning and Planning and to the powers,
duties and functions of certain State and local officers and em-
ployees in relation thereto; and providing for the effect of this
and other acts enacted by the 1970 Regular Session of the General
Assembly to amend, change, or add to Article 66B of the Annotated
Code of Maryland as this Article appears in the 1967 Replacement
Volume and 1969 Supplement.
Section 1. Be it enacted by the General Assembly of Maryland,
That Article 66B of the Annotated Code of Maryland (1967 Re-
placement Volume and 1969 Cumulative Supplement), title "Zoning
and Planning" be and the same is hereby repealed and re-enacted,
with amendments, and to read as follows:

[10. Definitions]
[For the purpose of this subtitle certain terms are defined as
provided in this section. Whenever appropriate the singular includes
the plural and the plural includes the singular. "Municipality" or
"municipal" includes or relates to counties, towns, villages, or other
incorporated political subdivisions. "Mayor" means the chief execu-
tive of the political subdivision, whether the official designation of
his office be mayor, city manager, or otherwise. "Council" means
the chief legislative body of the political subdivision including the
County Commissioners for Cecil County and including the County
Commissioners of Washington County; and in Washington County
any reference to "chief executive" or to "executive head" shall be
deemed to include a reference to the president of the Board of County
Commissioners. The term "streets" include streets, avenues, boule-
vards, roads, lanes, alleys, viaducts and other public ways. "Sub-
division" means the division of a lot, tract, or parcel of land into
two or more lots, plats, sites, or other divisions of land for the
purpose, whether immediate or future, of sale or of building de-
velopment. It includes resubdivision and, when appropriate to the
context, relates to the process of resubdividing or to the land or
