Volume and 1969 Supplement), title "County Commissioners,"
subtitle "General Provisions," to provide that a commission shall
be created in Calvert County to study the feasibility of establish-
ing a merit system for the employees of Calvert County, specifying
the number, method and time of appointment of the members of
the commission, the scope of the commission's work, and to whom
and when a report shall be made.

Section 1. Be it enacted by the General Assembly of Maryland,
That Section 3(f) of Article 25 of the Annotated Code of Maryland
(1966 Replacement Volume and 1969 Supplement), title "County
Commissioners," subtitle "General Provisions," be and it is hereby
repealed and re-enacted, with amendments, to read as follows:

(f) To establish a merit system in connection with the appoint-
ment of all county officials and employees not elected or appointed
under the Constitution or public general laws of the State, except
that this power is not available to the County Commissioners of
Dorchester County. This subsection shall be applicable in Queen
Anne's County, and the County Commissioners of Queen Anne's
County shall have the powers provided herein. There is hereby cre-
ated in Calvert County a commission of nine persons, three of whom
shall be appointed by the county commissioners of Calvert County,
three of whom shall be appointed by the Calvert County Delegation
in the House of Delegates and three of whom shall be appointed by
the State Senator representing Calvert County; to study the feasibil-
ity of establishing a merit system for the employees of Calvert
County. The appointment shall be made within thirty (30) days of
the date on which this Act becomes law. The chairman of the com-
mission shall be elected by the members of the commission. The
failure of any of the parties designated herein to make appointments
mandated by law shall not affect the establishment or work of the
commission which shall proceed with the number of members ap-
pointed according to the provisions of this Act. Such a study shall
include a determination of which employees of the county shall be
included in the merit system. The report of the committee shall be
completed and delivered to the county commissioners and the mem-
bers of the General Assembly representing Calvert County prior to
the 1971 regular session of the General Assembly.
There is hereby
created in Garrett County a commission of seven persons, two of
whom shall be appointed by the County Commissioners of Garrett
County, two of whom shall be appointed by the Garrett County
delegation in the House of Delegates and the State Senator repre-
senting Garrett County; one of whom shall be appointed by the judge
of the Circuit Court for Garrett County; one of whom shall be ap-
pointed by the Garrett County Roads Employees Association; and
one of whom shall be selected from the other Garrett County ap-
pointed employees by the Governor; to study the feasibility of estab-
lishing a merit system for the employees of Garrett County. The
appointment shall be made within thirty (30) days of the date on
which this article becomes law. The failure of any of the parties
designated herein to make appointments mandated by law shall not
affect the establishment or work of the commission which shall pro-
ceed with the number of members appointed according to the provi-
sions of this subsection. Such a study shall include a determination
of which employees of the county shall be included in the merit
