thereafter be disbursed by the Comptroller only pursuant to an
appropriation made in accordance with Sections 32 and 52 of Article
3 of the Constitution or pursuant to the provisions of Sections 1
through 15, inclusive, of Article 15A of this Code, title "Budget and
Procurement," as amended from time to time.

316.

(a) No person shall after June 1, 1957 practice the occupation
of a barber in this State unless such person shall have first served as
an apprentice barber as provided herein, except a nonresident barber
as provided herein in subsection (b) and shall have received a cer-
tificate of qualification, except as provided in Section 318 of this
subtitle, from the Board of Examiners provided for in Section 311,
for the purpose of examining applicants for certificates of qualifi-
cation as barbers. Said certificate of qualification shall be valid for
one year only and shall be renewed annually at a fee of five dollars
($5.00). The said Board of Examiners shall appoint the time and
places for holding examinations. Such appointment shall be made
with due regard to the convenience of the applicants and the public
service. Said Board of Examiners shall prescribe the mode and
manner of conducting such examinations, said State Board to con-
duct examinations, or said Board may designate a sub-board to con-
duct such examinations. Said Board of Examiners is authorized to
incur all expense necessary to carry out, in a prompt and efficient
manner, the provisions of this subtitle [, and to pay the same out of
any money in the hands of the treasurer of said Board; except, how-
ever, said Board of Examiners shall not incur any expense or obliga-
tion for which the State of Maryland shall be liable].

[321.

The Board shall cause to be made and filed with the State Comp-
troller, on or before the first day of December of each year, a report
showing the receipts and disbursements of said Board and the
balance in the hands of the treasurer of said Board, together with a
statement of the amount of such balance necessary to be held in the
hands of the said treasurer to meet the expenses of the ensuing year.
The Comptroller shall thereupon make and file in his office an esti-
mate of the amount of such balance necessary to be held by said
Board for the purpose hereinbefore stated, which sum may be re-
tained by said Board for said purposes, and the balance of said
surplus paid by the treasurer of said Board into the State treasury.]

360.

The Board of Funeral Directors and Embalmers may adopt and
promulgate such rules and regulations for the enforcement of the
provisions of this subtitle and for the performance of their duties
under this subtitle as in their judgment from time to time they deem
necessary. The Board is authorized to investigate any alleged vio-
lations of the provisions of this subtitle, to swear out warrants
against an alleged violator thereof, to aid in the prosecution of an
alleged violation and in general to enforce and make effective the
provisions of this subtitle. [Any and all expenses, costs and fees
incurred by the Board in enforcing the provisions of this subtitle
shall be paid out of the monies received by the Board under this
subtitle.] All monies collected under this subtitle shall be paid over
to the State Treasurer, and shall become general funds of the State.
