and expenses incurred pursuant herewith. The secretary-treasurer
shall, upon entering the duties of his office, be covered by a surety
bond in accordance with the provisions of Sections 46 through 50 of
Article 78A of the Annotated Code of Maryland.] All monies collected
under this subtitle shall be paid over to the State Treasurer, and
shall become general funds of the State. Such moneys shall there-
after be disbursed by the Comptroller only pursuant to an ap-
propriation made in accordance with Sections 32 and 52 of Article
3 of the Constitution or pursuant to the provisions of Sections 1
through 15 inclusive, of Article 15A of this Code, title "Budget and
Procurement," as amended from time to time.

(b) The Board shall meet annually in the month of May and shall
elect from its members a president and a secretary who shall also
be the treasurer. It shall hold such other meetings during the year
as are deemed necessary to transact its business or as requested
by the Secretary of Health and Mental Hygiene. A majority of the
Board including one officer shall constitute a quorum at any meeting.
The secretary-treasurer of the Board shall keep a record of all its
meetings and a register of the names of all nurses licensed under
this subtitle which shall be open to public inspection with adequate
restrictions for its safekeeping. He shall give bond in the sum of
two thousand dollars to the State and shall be responsible for col-
lecting any funds of the Board and shall also be responsible for
certifying the expenses of the members to the State for reimburse-
ment. All moneys collected by the Board shall be [deposited with
the State Treasurer, and credited by the State Comptroller to a
special fund for payment of all authorized expenses of the Board as
provided annually in the State budget. At the close of the fiscal year,
the secretary-treasurer shall report on the financial status of the
Board to the State Comptroller and to the Secretary of Health and
Mental Hygiene and at that time any surplus funds shall revert into
the State treasury.] paid over to the State Treasurer, and shall
become general funds of the State. Such moneys shall thereafter
be disbursed by the Comptroller only pursuant to an appropriation
made in accordance with Sections 32 and 52 of Article 3 of the
Constitution or pursuant to the provisions of Sections 1 through 15,
inclusive, of Article 15A of this Code, title "Budget and Procure-
ment," as amended from time to time.

The first meeting of said Board shall be held within thirty days
after their appointment as aforesaid at a time and place to be fixed
by a majority thereof, who shall give suitable notice thereof to all
the members of said Board. At such meeting the Board may adopt a
common seal, and shall elect from its members a president, a secre-
tary and a treasurer. The treasurer shall receive all fees paid for
licenses or certificates, and [shall keep a record thereof and of all
disbursements of said Board in a book to be kept for that purpose.
The treasurer shall not pay out or disburse any of the moneys re-
ceived by him except upon the order of the Board. The treasurer
shall, upon entering the performance of his duties, be covered by a
surety bond in accordance with the provisions of Sections 46 through
50 of Article 78A of the Annotated Code of Maryland.] all moneys
