Such moneys shall thereafter be disbursed by the Comptroller only
pursuant to an appropriation made in accordance with Sections 32
and 52 of Article 3 of the Constitution or pursuant to the provisions
of Sections 1 through 15, inclusive, of Article 15A of this Code, title
"Budget and Procurement," as amended from time to time.

On or before the third Monday of July in each year, the Board
shall make a report in writing to the Governor. The report shall
contain a detailed statement of the receipts and expenditures of the
Board for the fiscal year ending on the last day of June next preced-
ing. Any balance of money remaining at that time after the payment
of the salaries of the secretary and inspectors, the traveling, legal and
other expenses of the Board and of the secretary incurred in the
discharge of their duties, shall be reverted by the treasurer of the
Board to meet the necessary expenses for the ensuing year.]

Out of the funds coming into the possession of said Board, each
member thereof attending the meetings for examination and regis-
tration may receive as compensation the sum of ten dollars for each
applicant that may be examined; and, further, each member may
receive as compensation a sum to be determined by said Board which
shall not exceed twenty-five dollars for each day actually engaged
in the necessary duties of his office and the actual amount of travel-
ing expenses of such member incident to attending said meetings
of the Board. In addition to any amounts which may be allowed by
way of per diem and traveling expenses, as above provided, all hotel
and incidental expenses which any member may incur when attend-
ing to the necessary duties of his office shall be allowed to such
member. [All expenses shall be paid to said Board out of the State
treasury. All money received in excess of said compensation and
mileage as before provided for shall be held by the State Treasurer
as a special fund for meeting expenses of said Board and carrying
out the provisions of this subtitle.] All moneys collected under this
subtitle shall be paid over to the State Treasurer and shall become
general funds of the State. Such moneys shall thereafter be dis-
bursed by the Comptroller only pursuant to an appropriation made
in accordance with Sections 82 and 52 of Article 3 of the Constitution
or pursuant to the provisions of Sections 1 through 15, inclusive, of
Article 15A of this Code, title "Budget and Procurement," as
amended from time to time.

All fees provided by this subtitle shall be paid [in advance to the
treasurer of the Board, to be by him held as fund for the use of the
State Board of Osteopathic Examiners. The compensation and ex-
penses of the members and officers of said Board, and all expenses
proper and necessary, in the opinion of said Board, to discharge its
duties under, and to enforce the law, shall be paid out of such
fund upon the warrant of the president and secretary of said
Board; and fines as herein provided. The salaries shall be fixed by
the Board; but shall not exceed fifteen dollars per day of actual
service, per member, and railroad and hotel expenses.] over to the
