ments; and that Section 51 (b) of Article 25 of the Annotated Code
of Maryland (1966 Replacement Volume), title "County Commis-
sioners", subtitle "County Treasurers", be and it is hereby repealed
and re-enacted, with amendments, all to read as follows:

[County Tax Collectors] Tax Collection
75.

The position of tax collector in Allegany County is abolished and
all powers, duties and responsibilities that the Tax Collector had
pursuant to the Code of Pubic Local Laws of Allegany County (1968
Edition and 1967 Supplement) are now the duties and responsibili-
ties of the County Treasurer for Allegany County.

76.

(a)  For the purpose of facilitating the collection of County and
State taxes in Allegany County, the County Commissioners of
Allegany County shall maintain for the use of the County Treasurer,
a central office for the collection of taxes in the Court House, which
office shall be maintained and equipped at the expense of the County
Commissioners of Allegany County. The County Commissioners shall
be responsible for all the expenses of the office, including the print-
ing and mailing of bills, and the purchase and rental of equipment,
and the County Treasurer shall not be required to bear any expense
incident to the operation of the office. The County Commissioners
are authorized to appoint such clerical personnel for the office as
may in their discretion seem necessary, and to provide for the pay-
ment of the salaries of the clerical personnel.

(b)  Any clerical assistants appointed pursuant to subsection (a)
hereto are under the supervision and direction of the County Treas-
urer, and, in the absence of the County Treasurer, shall perform all
of the duties that the County Treasurer has in his capacity as a
collector of taxes.

(c)  The County Commissioners are authorized to provide a public
employees blanket bond for such purposes and in such amounts as
may in their discretion seem necessary to adequately cover the
county funds handled in County Treasurer's office by all clerical
employees in the office. The aforesaid blanket bond shall in no way
cover the County Treasurer nor relieve him of the necessity of fur-
nishing the bonds otherwise provided for by law.

70.

Said treasurer, before entering upon the duties of his office, shall
execute a bond to the State of Maryland, with sureties to be ap-
proved by the County Commissioners, in the penalty of [Fifty
Thousand Dollars ($50,000.00)] not less than Fifty Thousand Dol-
lars nor more than One Hundred and Fifty Thousand Dollars,
con-
ditioned for the true and faithful performance of the duties of the
office of treasurer during the term for which he was elected or ap-
pointed, which bond shall be recorded in the office of the Clerk of
the Circuit Court for said county, and a certified copy whereof shall
be evidence in any of the Courts in this State; and in default of
said treasurer executing said bond on or before the first day of April
next after his election he shall forfeit his election; and the County
