12 semester hours) program of undergraduate study leading to the
granting of a degree; and provided, further, that after his original
appointment he continues to be a resident of the State. In any
senatorial district where a Senator represents more than one county
the number of scholarship units shall be divided as equally as possi-
ble among the qualifying students in each of the counties comprising
the senatorial district.

Sec. 2. And be it further enacted, That this Act shall take effect
July 1, 1970.

CHAPTER 16

(Senate Bill 297)

AN ACT to repeal Sections 75 and 76 of the Code of Public Local
Laws of Allegany County (1963 Edition and 1967 Supplement,
being Article 1 of the Code of Public Local Laws of Maryland),
title "Allegany County", subtitle "County Treasurer", subheading
"County Tax Collectors", and to enact new Sections 75 and 76
in lieu thereof, to stand in the place of the sections repealed; to
repeal the subheading "County Tax Collectors" immediately pre-
ceding Section 75, and to add a new subheading "Tax Collection"
in lieu thereof, to stand in the place of the subheading repealed;
to repeal and re-enact, with amendments, Section 70 of the Code
of Public Local Laws of Allegany County (1963 Edition and 1967
Supplement, being Article 1 of the Code of Public Local Laws of
Maryland), title "Allegany County", subtitle "County Treasurer";
and to repeal and re-enact, with amendments, Section 51(b) of
Article 25 of the Annotated Code of Maryland (1966 Replacement
Volume), title "County Commissioners", subtitle "County Treas-
urers", all for the purpose of abolishing the position of tax col-
lector in Allegany County, giving the Allegany County Treasurer
the duties and responsibilities of tax collection, raising the amount
of the bond required of the county treasurer, and raising the
salary of the county treasurer.

Section 1. Be it enacted by the General Assembly of Maryland,
That Sections 75 and 76 of the Code of Public Local Laws of Al-
legany County (1963 Edition and 1967 Supplement, being Article 1
of the Code of Public Local Laws of Maryland), title "Allegany
County", subtitle "County Treasurer", subheading "County Tax Col-
lector", be and they are hereby repealed, and that new Sections 75
and 76 be and they are hereby enacted in lieu thereof, to stand in the
place of the sections repealed; that subheading "County Tax Collec-
tors" immediately preceding Section 75 be and it is hereby repealed
and that new subheading, "Tax Collection" is hereby enacted to
stand in the place of the subheading repealed; that Section 70 of
the Code of Public Local Laws of Allegany County (1963 Edition
and 1967 Supplement, being Article 1 of the Code of Public Local
Laws of Maryland), title "Allegany County", subtitle "County
Treasurer" be and it is hereby repealed and re-enacted with amend-
