the [respective appointing authorities,] governing body of Prince
George's County and the County Executive of Montgomery County,
with the approval of the County Council, a member of the commis-
sion from each County may be designated to serve on a full-time
basis, and this member may be either the chairman or the vice-
chairman of the commission, if the governing body of Prince
George's County or the County Executive of Montgomery County
so directs. For any such member designated to serve on a full-time
basis, the governing body of Prince George's County or the County
Executive of Montgomery County, with the approval of the County
Council, may authorize such supplementary salary as [it] may
[deem] be deemed appropriate, and this supplementary salary shall
also be payable from the administrative tax collected by the com-
mission.
1 (6) (70-10) (59-6). Chairman and vice-chairman.
The County [council] Executive of Montgomery County, with the
approval of the County Council, and the County Commissioners of
Prince George's County shall each designate a member for the posi-
tion of chairman or vice-chairman. The commission shall elect a
chairman and vice-chairman from those members designated as
above. The chairman shall preside at meetings of the commission and
shall perform the other customary duties of such office. The vice-
chairman shall preside in the absence of the chairman and in addi-
tion shall be responsible for liaison between the commission and its
department of parks. The chairman and the vice-chairman of the
commission shall also serve as chairmen of their respective county
planning boards, as hereinafter in this chapter constituted.
1 (13A) (70-18) (a) and (c)). Voting; conflicts of interests.
(a) Applicability of section. The provisions of this section shall
apply to Maryland-National Capital Park and Planning Commission
and to all Maryland-National Capital Park and Planning Commission-
ers appointed or re-appointed by the Montgomery County [Council]
Executive under Sections 70-6, 70-7 and 70-8 of this Code. The words
"County Council EXECUTIVE," as used in this section, shall mean
the Montgomery County Council EXECUTIVE.
(c) Interview.
(1) All applicants for appointment or re-appointment as com-
missioners of Maryland-National Capital Park and Planning Commis-
sion shall be interviewed by the County [council] Executive or
[its] his designated agent in private as to any possible or potential
conflict of interests. The applicant shall be questioned under oath
specifically on, but not limited to, all sources of income, property
holdings, business interests and financial interests, as well as the
similar interest of the applicant's spouse, father, mother, brother,
sister or child. The County [council] Executive may require the
production of any document [it] he wishes the applicant to produce.
The interview shall be conducted in a question and answer fashion,
and a written transcript shall be made of all such questions and
answers.
(2) When the testimony is fully transcribed, the transcript shall
be submitted to the applicant for examination and shall be read to or
