by him, unless such examination and reading are waived by him.
Any changes which the applicant desires to make shall be entered
upon the transcript by the officer transcribing same with a statement
of the reason given by the applicant for making them. The trans-
cript shall then be signed by the applicant; and the officer trans-
cribing same shall certify on the transcript that the applicant was
duly sworn by him and that the transcript is a true record of the
testimony given by the applicant.
(3) There shall be a public disclosure by the County [council]
Executive of the complete transcribed testimony of the actual ap-
pointee or appointees three weeks from the date of his or her appoint-
ment; and the complete transcript of all other applicants shall be
destroyed by the County [council] Executive immediately without
disclosure of any information contained therein to anyone.
(4) Annually, on or before June 1, of each year, the appointee
shall disclose, in writing, to the County [Council] Executive, all
information available to update and make current his business and
financial interests and property holdings in the State of Maryland
and the Greater Washington Metropolitan Area, as well as informa-
tion available to him concerning the business and financial interests
and property holdings of the appointee's spouse, father, mother,
brother, sister or child, and there shall be complete public dis-
closure by the County [Council] Executive of the information so
received. The County [Council] Executive may require substantia-
tion and additional information wherever [the Council] he shall
determine it necessary.

(b) Six-year Programs.
Prior to October 1st of each calendar year, the commission shall
prepare and submit to [each] the county governing body of Prince
George's County and the County Executive and County Council
of Montgomery County a six-year capital improvements program.
The capital improvements program shall include a statement of the
objectives of the capital programs and relationship of these pro-
grams to the county's adopted long range development plans; shall
recommend capital projects and a construction schedule; and shall
provide an estimate of cost, a statement of all funding sources. The
capital improvements program shall include all programmed parkland
acquisition, all major parkland improvement, development and major
acquisition of equipment. In Montgomery County, the County Execu-
tive shall submit his recommendations with respect to the com-
missioner's proposed program (including any suggested amendments,
revisions or modifications) to the County Council as an integral part
of the comprehensive six-year capital improvements program required
by the Charter for Montgomery County.
Each county governing body shall, on or before adoption of its
annual budget and appropriations resolution, adopt the six-year
capital improvements program. Such adoption shall occur only after
public hearings thereon which may be conducted in conjunction with
public hearings on their own and other agencies' six-year programs
or capital budgets. In its adoption, the county governing body may
make such amendments, revisions or modifications as it may deter-
