(i) It shall not be necessary that the rigs described in (f),
(g) and (h) of this section be separately licensed nor that the own-
ers or co-owners of said rigs be personally present unless they are
being used as provided in Section 151 (d) and (e) of this Article.

(j) None of the provisions of this Section shall be applicable to
the waters of Harford County
AND CECIL COUNTY within the
Susquehanna Flats as defined in Section 166 of this Article unless
made so by regulation of the Department of Game and Inland Fish.

152.

Any person violating any of the provisions of Sections 149 to
151[A] (i) shall be deemed guilty of a misdemeanor and upon con-
viction before any [justice of the peace] court of competent juris-
diction
of this State shall be fined not less than twenty-five dollars
($25.00) nor more than [fifty dollars ($50.00)] one hundred dol-
lars ($100.00)
for each and every offense, [and e] Each [wild duck,
goose, swan or brant so shot at, killed or had in possession] and
every wild waterfowl caught or killed illegally, purchased or offered
for purchase, sold or offered for sale, barter or exchange or taken or
killed in excess of the bag limit or found in possession illegally
shall
constitute a separate offense under this section.

153. Shooting from Boat [Prohibited].

(a) It shall be unlawful, purposely or unnecessarily, to disturb
in the waters of this State or to hunt any waterfowl in or from any
boat of any description within the limits of the State of Maryland.
Nothing herein shall prohibit the retrieving of wounded or dead
wild waterfowl from any boat propelled by motor if said wild water-
fowl is legally wounded or killed [from a stationary blind on land or
water or from a sneak boat as provided by law.] and nothing herein
contained shall prohibit the hunting of wild waterfowl by boat on
State or Federally owned or controlled hunting areas if permitted
by Federal and State regulations.

154.

(a)    All owners of riparian rights, their lessees, [or] licensees
or assignees on the waters of this State owning the required amount
of shoreline
shall by virtue of said ownership be [first] entitled to
[make a choice of the "set" or position] license the area in front of
the property of which they are the owners of the riparian rights,
lessees, [or] licensees or assignees, for the purpose [to erect, set,
or maintain booby, brush, or stake blind or blinds] of erecting a
stationary blind or establishing a blind site,
provided that said
riparian owners, their lessees, [or] licensees, or assignees shall avail
themselves of said [choice of localities] right and clearly mark the
same on said waters by erecting a stake on which shall appear the
license number [of each blind] and the licensee's name as herein-
after provided on or before October 10 of each and every year, [and
said blind or blinds licensed prior to October 10 must be erected on
or before November 10 and said blind or blinds licensed after October
10 must be erected on or before thirty days thereafter; except as
herein provided.]

(b)    All owners of riparian rights, their lessees, licensees or
assignees, owning less than the required amount of shoreline shall
