Bay, Sinepuxent Bay, Isle of Wight, Assawoman Bay and their re-
spective tributaries in Worcester County shall issue to said appli-
cants a license under the seal of his court to gun for and shoot at
wild waterfowl from such boat, the cost of which shall be five dol-
lars ($5.00) for each and every boat, and in addition to moneys re-
ceived from licenses aforesaid the clerk of the court shall collect and
retain in lieu of all compensation the sum of fifty cents (50¢) for
issuing said license. Every licensee shall be required to paint his
name and license number on some prominent part of said skiff or
rowboat in large legible letters and numbers to correspond with said
name and number of license issued to him. Said license shall only be
valid during the current open season provided by law for hunting of
wild waterfowl in this State.]

[(c) The clerks of the circuit courts of Allegany, Carroll, Fred-
erick, Montgomery, Washington, Harford, Cecil and Worcester coun-
ties on the first day of July, 1943, and on the first day of each and
every month thereafter transmit to the Department of Game and In-
land Fish of the State all moneys received by them for the issuance
of the aforesaid licenses and such funds shall be accounted for by
the said Department to the Treasurer of the State. All moneys so re-
ceived by the Treasurer shall be placed to the credit of the State
Game Protection Fund, and said clerks shall report to the Director
the first of each and every month the name and address of each li-
censee to whom they have issued licenses the preceding month for a
skiff or rowboat, designating number of said license and description
of said boat.]

(c) It shall be lawful to hunt wild waterfowl by body booting
in the tidal waters of Harford County AND CECIL COUNTY, only as
provided herein. Body booting shall be defined as hunting wild water-
fowl while standing in the water; and a body booter shall be defined as
a person who hunts wild waterfowl while standing in the water. A
body booter must [maintain and] possess a valid hunting license.
Further, a body booting rig, which [may] shall consist of a boat of
[any dimension] not less than sixteen (16) feet in length nor less than
sixteen (16)
TWENTY (20) inches at the lowest point in height and
an accompanying number of decoys, shall also be licensed for the pur-
pose of body booting; and it shall be unlawful to body boot without an
accompanying body booting rig. [There shall be an annual charge
of five dollars ($5.00) for the license for a body booting rig; the li-
cense shall be issued by the clerk of the Circuit Court in the county
of Harford County to residents of the County. In the case of resident
co-ownership of the body booting rig, the license may be issued in
the names of all the owners.] It shall be unlawful for a non-resident
of [Harford County] the State of Maryland to body boot unless the
legal [holder] owner or one of the [co-] resident co-owners of the
body booting rig accompanies the rig; and it shall be unlawful to body
boot within five hundred (500) yards of any licensed blind, gunning
