19.
No person who has been heretofore or who shall hereafter be con-
victed of any crime, and who shall have served his sentence or shall
have obtained his release by virtue of any pardon, full or conditional,
on probation or release by conditional commutation of sentence, or
by parole, shall be rendered ineligible, if otherwise qualified, by
reason of said conviction, to take the examination mentioned in
Section 18 of this article; provided, however, that no person con-
victed of crime shall be entitled to the preference given to veterans
and that if any such person is, after the taking of any such examina-
tions, certified by the [State Commissioner] Secretary of Personnel
as eligible for appointment to any position, the appointing authority
may consider the aforesaid conviction in determining whether such
person shall be given the appointment for which an eligible list has
been requested.
20.
Notice of every open examination scheduled by the [Commis-
sioner] Secretary of Personnel shall be published with the closing
date for receiving applications and the rate of compensation for
each position listed at least once, or, in the discretion of the [Com-
missioner] Secretary, as many more times as necessary during the
four successive weeks preceding the examination in a newspaper or
newspapers of general circulation in the City of Baltimore or in the
county in which the examination is to be held. Such notice shall
also be sent to the clerk of the Superior Court of Baltimore City
and to the clerk of the circuit court for each county in this State,
and said clerks shall forthwith post the same in their respective
courthouses. Such further notice shall be given as the [Commis-
sioner] Secretary may prescribe. The [Commissioner] Secretary
shall, whenever necessary, provide facilities for holding examina-
tions in different parts of the State.
21.
The [Commissioner] Secretary of Personnel shall extend suitable
assistance during any examination to any person who by reason of
blindness or other physical handicap is unable to read the examina-
tion or otherwise to comply with the mechanical or procedural re-
quirements of the examination, if such requirements do not go to
the substance of the examination and would not be necessary in the
position for which the examination is being held.
22.
(a) The [Commissioner] Secretary of Personnel shall prepare
a list of eligibles consisting of the names of persons whose general
average and whose marks on any part of the examination exceed the
minimum set by the rules of the [Commissioner] Secretary and shall
publicly post such list in his office. Eligible lists shall continue in
force for one year from the date of posting and may be extended
by the [Commissioner] Secretary by action taken before the expira-
tion of such year, and entered in the minutes, provided, however,
that the [Commissioner] Secretary, shall have power at any time,
after a public hearing and notice as prescribed by Section 20 of this
article, to cancel the whole or any part of any eligible list by reason
of illegality or fraud in connection therewith. The [Commissioner]
