specified in this section or established as hereinafter authorized shall
be maximum lawful speeds, and no person shall drive a vehicle on a
highway at a speed in excess of such maximum limits:

(1)    Thirty miles per hour on all highways in business districts
of urban areas and on ordinary highways in residential districts of
urban areas;

(2)    Thirty-five miles per hour on divided highways in residential
sections of urban areas;

(3) Fifty miles per hour on ordinary highways in other loca-
tions; and

(4) Sixty miles per hour on divided highways in other locations.

(5) Seventy miles per hour on interstate highways within this
State, except that tractor-trailer combinations and trucks in excess
of ¾ ton manufacturers rating shall be limited to a maximum speed
of 60 miles per hour.

(c)    In no event shall any speed limit be established in excess of a
maximum of 70 miles per hour on the highways of this State.

Posted maximum speed limits which were lawfully in effect on the
date prior to the effective date of this part shall be the maximum
lawful speeds even though they are different from the maximum lim-
its specified above in this subsection. The maximum speed, limits set
forth in this subsection may be altered as authorized in sections
11-802 and 11-803.

(d)    The driver of every vehicle, consistent with the require-
ments of subsection (a), shall drive at an appropriate, reduced speed
when approaching and crossing an intersection (other than an inter-
section at which cross traffic is required by an official traffic control
device to stop) or railway grade crossing, when approaching and
going around a curve, when approaching a hill crest, when traveling
upon any narrow or winding roadway, and when special hazard ex-
ists with respect to pedestrians or other traffic or by reason of
weather or highway conditions.

§ 11-802. Establishment of State speed zones.

Whenever the State Roads Commission determines upon the basis
of an engineering and traffic investigation that any maximum speed
hereinbefore set forth is greater or less than is reasonable or safe
under the conditions found to exist at any intersection or other place
or upon any part of the State highway system, the commission may
determine and declare a reasonable and safe maximum limit thereat,
which shall be effective when appropriate signs giving notice thereof
are erected, but no engineering and traffic investigation shall be
required to conform a posted maximum speed limit which was law-
fully in effect on the date prior to the effective date of this part, to a
different maximum lawful speed limit specified in section 11-801(b).
The maximum speed limit may be declared to be effective at all
times or at such times as are indicated upon the said signs; and dif-
fering limits may be established for different times of day, different
types of vehicles, varying weather conditions, and other factors bear-
ing on safe speeds, which shall be effective when posted upon appro-
priate fixed or variable signs.
