(d) The Secretary of Personnel shall have a seal for purposes
of authentication of copies of records or papers in his office.

218.

(a)    The Office of the Commissioner of Personnel, the State
Employees' Standard Salary Board established pursuant to Article
64A, Sections 26-30, of this Code, and the State Incentive Awards
Board established pursuant to Article 64A, Section 32A, of this Code,
are hereby abolished. Whenever the terms "Commissioner of Per-
sonnel" or "State Employees' Standard Salary Board'' or "State
Incentive Awards Boards
BOARD" are used in any provisions of this
Code, or in any other laws, ordinances, resolutions, regulations, direc-
tives, contracts or other documents, they shall be deemed to mean the
Secretary of Personnel, unless, however, such construction would
be unreasonable. From and after June 1, 1970, all rights, powers,
duties, obligations and functions heretofore conferred upon or exer-
cised by the Commissioner of Personnel, the State Employees' Stand-
ard Salary Board, or the State Incentive Awards Board, shall be
transferred to and be exercised and performed by the Secretary of
Personnel, unless otherwise provided by law. All rules, regulations,
forms, orders and directives promulgated by or in effect for the
Office of the Commissioner of Personnel, the State Employees' Stand-
ard Salary Board, and the State Incentive Awards Board, as of
May 31, 1970, shall continue in force unless and until changed by
the Secretary of Personnel.

(b)    All boohs, papers, files, records, furniture, fixtures, and all
other property owned by or in the custody of the Commissioner of
Personnel, the State Employees' Standard Salary Board, and the
State Incentive Awards Board, as of May 31, 1970, shall be trans-
ferred to and be in the ownership or custody of the Department of
Personnel created by Section 213 of this Article.

Sec. 2. And be it further enacted,, That Sections 1, 10, 11, 12,
13, 14, 15, 16, 17, 18(a), 18(c), 18(e), 18(f), 18(h), 19, 20, 21, 22,
24, 25, 25A, 25B, and 25C of Article 64A of the Annotated Code of
Maryland (1957 Edition, 1968 Replacement Volume, and 1969
Supplement), title "Merit System," be and they are hereby repealed
and re-enacted with amendments, AND THAT NEW SECTION
15B BE AND IT IS HEREBY ADDED TO THE SAID ARTICLE
OF THE CODE (1968 REPLACEMENT VOLUME), TO FOLLOW
IMMEDIATELY AFTER SECTION 15A THEREOF, all to read
as follows:

In this article and in all rules made hereunder, unless the context
otherwise requires—"Commissioner" or "Secretary" mean[s] the
[State Commissioner] Secretary of Personnel appointed under Arti-
cle 41, Section 213, of this Code.
"The classified service" means and
includes all offices of profit or trust and all places of employment,
whether permanent or temporary, in the service of any State officer,
department, commission, board or institution, other than those in
the military forces, and other than those enumerated in Section 3
of this article. "Classified service position" or "position" means any
office or place of employment in the classified service. "Classified
service employee" or "employee" means a person who holds under
