lines and procedures to promote the orderly and efficient administra-
tion thereof. He may establish areas of responsibility within the
Department HIS OFFICE and may reorganize or abolish the same
as necessary to fulfill effectively the duties assigned to him.
214.
(a) The Secretary of Personnel shall appoint, with the approval
of the Governor, a Deputy Secretary who shall have such duties as
are provided by law or delegated by the Secretary. The Deputy
Secretary shall serve at the pleasure of the Secretary and shall
receive such compensation as is provided in the State Budget.
(b) There shall be an Assistant Secretary of Personnel for Re-
tirement Systems, who shall have such administrative functions and
duties in connection with the operation of the retirement systems
as may be delegated to him by the Secretary. THE ASSISTANT
SECRETARY OF PERSONNEL FOR RETIREMENT SYSTEMS
SHALL BE APPOINTED BY THE SECRETARY WITH THE
ADVICE AND CONSENT OF ALL THREE BOARDS OF TRUS-
TEES OF THE RETIREMENT SYSTEMS. THE ASSISTANT
SECRETARY OF PERSONNEL FOR RETIREMENT SYSTEMS
SHALL SERVE AT THE PLEASURE OF THE SECRETARY AND
MUST BE REMOVED BY THE SECRETARY WHEN THE SEC-
RETARY IS SO REQUESTED BY ALL THREE BOARDS OF
TRUSTEES OF THE RETIREMENT SYSTEMS. The person who is
the Director of the Retirement Systems as of May 31, 1970, shall
become the Assistant Secretary of Personnel for Retirement Systems
and shall serve at the pleasure of the Secretary. The Secretary of
Personnel shall also have such other assistants, professional con-
sultants and employees as provided for in this Code or in the State
Budget. All assistant secretaries, EXCEPT THE ASSISTANT SEC-
RETARY OF PERSONNEL FOR RETIREMENT SYSTEMS, and
professional consultants shall be appointed by and shall serve at the
pleasure of the Secretary, EXCEPT AS PROVIDED IN SECTION
12(9) OF ARTICLE 73B, SECTION 196 OF ARTICLE 77, AND
SECTION 54(9) OF ARTICLE 88B OF THIS CODE, AS
AMENDED FROM TIME TO TIME. All other employees,
unless otherwise provided by law, shall be appointed and removed by
the Secretary in accordance with the provisions of Article 64A of the
Annotated Code of Maryland.
215.
The Attorney General shall be the legal adviser to the Depart-
ment of Personnel. He shall assign to the Department such number
of Assistant Attorneys General as are now authorized by law to be
assigned to the various departments, agencies, boards, commissions,
councils, or units which are, or may hereafter by law be deemed to
be, part of the Department of Personnel; and he shall also assign
to the Department of Personnel such additional number of Assistant
Attorneys General as may hereafter be authorized by law for such
Department. One of the said Assistant Attorneys General shall be
designated by the Attorney General as Counsel to the Department
of Personnel. The Counsel to the Department shall have no duty
other than to render, subject to the discretion and control of the
Attorney General, such legal aid, advice and counsel as the Secretary
and the other officials of said Department may require, and the
