SATION," SUBTITLE "STATE ACCIDENT FUND"; to create
in the Executive branch of Maryland Government a Department
of Personnel to be headed by the Secretary of Personnel, and to
provide for the duties and responsibilities of said Secretary as
well as the staffing of said Department, to require that the Sec-
retary be responsible for all matters relating to State employees
as well as the responsibility for budgeting of his office and all
departments and agencies within his Department, and to pro-
vide that the Secretary be responsible for promulgating rules
and regulations for his office as well as the departments and
agencies within his Department, and to permit the Secretary to
create an Advisory Board for the Department, and to provide
that the following Departments, Agencies, Commissions, Boards
and Councils be transferred to and included in the Department
of Personnel: the Secretary of Personnel, the Board of Ethics,
the Board of Trustees of the Employees' Retirement System of
the State of Maryland, the Board of Trustees of the Teachers'
Retirement System of the State of Maryland, and the Board of
Trustees of the State Police Retirement System of the State of
Maryland AND THE STATE ACCIDENT FUND; and to abolish
the Office of the Commissioner of Personnel and transfer his duties
to the Secretary of Personnel, and to abolish the State Employees'
Standard Salary Board and the State Incentive Awards Board; and
relating generally to the laws of Maryland dealing with State
employees, personnel and employee relations AND THE STATE
ACCIDENT FUND.

Section 1. Be it enacted by the General Assembly of Maryland,
That Sections 213, 214, 215, 216, 217, 218, 219 and 220 of Article
41 of the Annotated Code of Maryland (1957 Edition, 1965 Replace-
ment Volume and 1969 Supplement), title "Governor—Executive
and Administrative Departments," subtitle "The Department of
State Employment and Registration," be and they are hereby re-
pealed in their entirety and that new sections 213, 214, 215, 216,
217 and 218 are hereby enacted, to be under the same title but BE
AND THEY ARE HEREBY ENACTED IN LIEU THEREOF, TO
STAND IN THE PLACE OF THE SECTIONS REPEALED, AND
TO BE under the new subtitle "The Department of Personnel," all
to read as follows:

THE DEPARTMENT OF PERSONNEL

213.

(a)    The Department of Personnel is hereby created as a principal
department of the State Government. The head of the Department
of Personnel shall be the Secretary of Personnel, who shall be ap-
pointed by the Governor with the advice and consent of the Senate.

(b)    The Secretary of Personnel shall receive such salary as
provided in the State Budget. The Secretary shall serve at the pleas-
ure of the Governor, shall be directly responsible to the Governor
and shall counsel and advise him on all matters 'relating to State
employees. The Secretary shall be experienced in matters of per-
sonnel and employee relations, and he shall be responsible for
carrying out the Governor's policies in these areas.

(c)    The Secretary of Personnel shall be responsible for the
operation of the Department of Personnel, and shall establish guide-
